Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Human Resource Management is seeking a strategic and forward-thinking individual to serve as the Training and Workforce Development Manager. This position will drive agency-wide learning initiatives that directly impact workforce readiness, leadership development, and organizational success. DBHDS operates 12 state facilities and partners with 40 Community Service Boards to provide behavioral health, intellectual disability, and substance use services across the Commonwealth of Virginia. Our workforce is central to delivering high-quality care, and this role supports that mission through strategic workforce development. This position will design and lead a modern, competency-based workforce development strategy, ensuring employees across the organization have the skills, knowledge and tools to deliver high-quality care and services. In addition, this position will transform onboarding, leadership development, data driven insights, and enterprise learning systems across the agency. This is a Central Office-based role in Richmond, Virginia with collaboration across multiple facilities, statewide. The role is eligible for telework up to one day per week after successful onboarding and requires regular travel across the Commonwealth to DBHDS locations. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required.
Under the guidance and supervision of the Talent Acquisition and Workforce Director this position will:
• Build and implement agency-wide training and workforce development programs.
• Develop role-based competencies and career pathways.
• Align training with operational, clinical, and regulatory requirements.
• Oversee and optimize the Learning Management System (LMS).
• Standardize training programs while allowing flexibility for diverse operational needs.
• Enhance New Employee Orientation (NEO) and leadership development programs.
• Develop training metrics, dashboards, and reporting tools.
• Analyze workforce trends and identify skill gaps and development opportunities.
• Provide actionable insights to executive leadership.
• Partner with leadership, facility teams, HR, and subject matter experts.
• Support workforce planning, succession planning, and organizational development initiatives.
• Supervise and develop training staff and LMS administrators.
• Manage training vendors, contracts, and program performance.
• Serve as a subject matter expert in training and workforce development strategy.
Minimum Qualifications
• Experience in training program design, workforce development or instructional design.
• Experience with Learning Management Systems (LMS) and training analytics.
• Strong ability to analyze and drive decisions.
• Proven success leading cross-functional initiatives and partnerships.
• Passion for developing people, building systems, and improving outcomes.
Additional Considerations
• Experience using Power BI or similar analytical tools.
• Experience working in public sector or healthcare environments.
• Professional HR or training certifications.
