Job Duties

The DGS Division of Capitol Square Services (DCSS), Bureau of Facilities & Maintenance (BFM) is seeking three (3) highly skilled and motivated Section Chiefs to provide strategic and operational leadership for assigned state‑owned facilities. These positions carry full responsibility for personnel management, performance planning and evaluation, budget development and monitoring, procurement oversight, and operational compliance.

Each manager will ensure the efficient, safe, and customer‑focused delivery of building operations and maintenance services across multiple facilities, supporting the mission‑critical needs of tenant agencies.

Key Responsibilities include but not limited to: 

  • Provide strategic direction and daily operational leadership for multi‑disciplinary facilities teams.
  • Oversee personnel management, including hiring, coaching, performance evaluation, and workforce development.
  • Develop, administer, and monitor operating budgets; manage procurement activities and contract compliance.
  • Ensure all building operations meet agency standards, state and federal regulations, and applicable building codes.
  • Exercise technical oversight of electrical, HVAC, and plumbing systems, ensuring maintenance, repairs, and installations meet industry standards.
  • Direct and prioritize preventive maintenance programs, corrective work orders, and special project requests.
  • Maintain safe, reliable, and energy‑efficient building systems to support continuous operations.
  • Collaborate with tenant agencies to ensure responsive, customer‑focused service delivery.
  • Prepare reports, maintain documentation, and ensure compliance with safety, environmental, and operational policies.

Minimum Qualifications

  • Current Employee of the Department of General Services.
  • Experience with operations and maintenance management, including building systems, preventive maintenance programs, and multi‑site operational coordination.
  • Experience leading multidisciplinary trade teams, including technical staff and supervisory personnel.
  • Experience managing vendor performance, contract compliance, and procurement processes in a public‑sector environment.
  • Strong technical understanding of major building trades, including electrical distribution systems, HVAC systems and controls, and plumbing systems, with the ability to evaluate work quality, troubleshoot issues, and guide trade staff effectively.
  • Familiarity with computerized maintenance management systems (CMMS), including data reporting and workflow management.

Additional Considerations

  • Journeyman or Master-level licensure as a Tradesman by the Commonwealth of Virginia, is preferred.
