The DMV Lead Technical Trainer is responsible for designing, developing, and delivering comprehensive training programs that support staff across Customer Service Centers, DMV Select, and Contact Center operations. This role serves as a subject matter expert and project lead, driving instructional initiatives from conception through completion while ensuring training content reflects current DMV policies, procedures, products, and services.
Key Responsibilities
The Lead Technical Trainer will develop and maintain version-controlled curriculum using sound adult learning principles and instructional design methodology, and deliver engaging training to diverse audiences in classroom, virtual, and hybrid environments. This role leads multi-stakeholder training projects, collaborates with leadership and subject matter experts to identify learning needs, and maintains accurate training documentation and LMS records. The trainer will also support organizational change initiatives through targeted training interventions and provide guidance to staff on DMV operational systems and best practices.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
• Demonstrated working knowledge of DMV policies, procedures, products, and services across Customer Service Centers, DMV Select and Contact Center operations; active, current DMV experience is strongly preferred.
• Proven project management skills with the ability to lead multi-stakeholder initiatives from initiation through delivery.
• Strong knowledge of adult learning principles, curriculum development, and instructional design methodology.
• Excellent verbal and written communication skills, including the ability to present to and lead discussions with leadership, SMEs, and frontline staff.
• Experience delivering formal training to large and/or small audiences in classroom, virtual, and hybrid environments.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Google Suite (Docs, Sheets, Slides, Forms).
• Proficient in virtual training platforms (WebEx, Microsoft Teams, Google Meet, Google Classroom, or equivalent).
• Strong organizational skills with the ability to manage multiple concurrent projects and priorities in a fast-paced environment.
• Ability to maintain accurate training documentation, version-controlled curriculum, and LMS records.
• High school diploma or equivalent.
Additional Considerations
• Prior experience as a technical trainer, lead trainer, or training coordinator in a production-oriented or government environment.
• Experience with eLearning development platforms and LMS administration (e.g., VA COVLC).
• Analytical skills for assessing training program effectiveness and implementing continuous improvements.
