The Virginia Retirement System (VRS) is seeking an experienced Strategic Sourcing and Contract Analyst III to support the delivery of retirement and related benefits for Virginia’s public sector employees. Under the direction of the Director of Procurement, this position serves as a technical resource responsible for managing the full-cycle procurement process for complex contractual and non-contractual goods and services, while ensuring compliance with all applicable federal and state laws, regulations, policies, and procedures.

Job Duties

• Independently determines the appropriate procurement method consulting with the Director on complex or high risk matters as needed for alignment.
• Leads and manage end-to-end strategic sourcing initiatives, including market analysis, supplier identification, RFx development, evaluation, and award recommendations.
• Partners with internal stakeholders to align strategic sourcing strategies with organizational goals.
• Provides technical expertise and guidance to stakeholders on existing and potential supplier base, sourcing strategies, contracting, and purchasing requests; development, preparation, interpretation, and revision of specifications for the procurement and/or lease of materials, equipment, and services.
• Performs research on sources of supply, determining the availability of existing public contracts to satisfy user requirements.
• Conducts and manages the pre-bid/proposal conference, evaluates bids/proposals for compliance with solicitation requirements and documents the process used to ensure all phases are completed consistent with the Virginia Public Procurement Act and VRS policy.
• Develops, reviews, modifies and approves specifications and/or scopes of work for solicitations, SOWs, and/or contracts.
• Uses various procurement methods including but limited to competitive bidding, competition negotiation, sole source and cooperative procurement.
• Uses expert knowledge of the procurement evaluation and selection process and manages the process for high value/high risk projects.
• Maintains accurate and complete contracting records in accordance with record retention procedures.
•  Drafts, reviews, negotiates, and administers complex contracts, modifications, and renewals for goods and services
•  Collaborates with the Policy, Planning and Compliance team to identify risks, address issues, and recommend contract changes.
• Identifies and determines appropriate and applicable terms and conditions for purchase of goods and/or services.
• Maintains contract life cycle management, including key terms, obligations, and expirations to ensure the agency is receiving the full value of the contract.
• Tracks and maintains reports and metrics on sourcing activities, savings, supplier performance, and contract status.
• Recommends revisions to policies, procedures and standard business practices to enhance the effectiveness and efficiency of department operations.
• Assists with training new and existing Procurement team members.
• Creates, maintains and presents reports on Procurement matters.
• Manages competitive procurement processes, formal and informal, in compliance with Federal, State and VRS policy and the Virginia Public Procurement Act.
• Maintains working knowledge of the Virginia electronic procurement system (eVA) and the Virginia Information Technology Agency (VITA) purchasing procedures.
• Maintains thorough knowledge of public procurement laws, best practices, policies and procedures including the Virginia Public Procurement Act, contract law, complex contract administration and management and the Agency Public Surplus and Property Manual (APSPM).
• Creates and delivers internal Procurement training to educate on procurement policies, procedures and processes as requested.
• Completes other duties and projects assigned.

Minimum Qualifications

Preferred: Bachelor’s degree from an accredited college or university.

Four (4) years of progressively responsible complex procurement experience including the use of Competitive Negotiation (RFP), Competitive Sealed Bidding (IFB), Sole Source procurement methods or an equivalent combination of education and experience.

Virginia Contracting Officer (VCO), Virginia Contracting Master (VCM), Certified Professional Public Buyer (CPPB) or other equivalent certification required.

Additional Considerations

Excellent customer service skills.

Ability to communicate complex information clearly and accurately orally and in writing; excellent organizational skills and attention to detail; interpret and apply policies and procedures in a time-sensitive manner.

Excellent technology skills to proficiently use typical business software, VRS systems and applications.

Proficiency in using office automation tools, including the Microsoft Office Suite, and automated procurement systems.

Ability to work independently with minimal supervision and as part of a team. Ability to accurately understand, interpret and apply complex public procurement laws, policies and processes.

Ability to establish and maintain professional work relationships with internal and external stakeholders.

Special Instructions

Hybrid Work Schedule: the current hybrid work schedule is working onsite three days a week (Tuesday, Wednesday and Thursday) and remotely on Monday and Friday.  However, all employees are expected to work in the office any day as required by management.
