Position Overview
This position supports the mission of Western State Hospital (WSH) and the Department of Behavioral Health and Developmental Services (DBHDS) by leading a comprehensive Human Resources program that attracts, develops, and retains a highly qualified and committed workforce. The role advances WSH’s commitment to exceptional service by ensuring the consistent, fair, and accurate application of Commonwealth, DBHDS, and hospital policies and practices for all internal and external customers.

Serving as a senior Human Resources professional, this position provides expert guidance, consultation, and strategic support in recruitment, selection, retention, data analysis, classification, and compensation. It oversees and administers all recruitment operations for WSH, including supervision of recruitment staff, management of the full hiring process, position and job analysis, classification and compensation recommendations, update and maintain recruitment related SOPs in collaboration with Chief People Officer, orientation, employee engagement, retention initiatives, organizing and participating in on-site and external career fairs, and administration of contract staffing programs, including international nurses and TN visa applicants.

The role also involves the development and implementation of innovative recruitment strategies, advertising and marketing efforts managed by WSH or a third-party vendor, and outreach activities to promote WSH career opportunities and strengthen the hospital’s workforce pipeline. This position collaborates closely with DBHDS Central Office Human Resources to ensure alignment with departmental goals and may serve as backup to the Director of Human Resources as needed.

Key Responsibilities
- Lead and manage Western State Hospital’s full-cycle recruitment program, including supervision of recruitment staff, workflow coordination, and continuous process improvement to ensure efficient, compliant, and high‑quality hiring operations.
- Develop and implement recruitment, talent pipeline, and retention strategies, including outreach to educational institutions, participation in job fairs, coordination of internships, and community partnerships to strengthen workforce pipelines.
- Oversee job postings, applicant screening, interview materials, and hiring documentation, ensuring accuracy, EEO compliance, policy alignment, and a positive experience for applicants and hiring managers.
- Administer classification, compensation, and position control functions, including position analysis, role assignment, salary administration, salary negotiations, and management of all active, vacant, and inactive positions.
- Provide expert consultation and guidance to leadership, supervisors, and staff on recruitment, selection, compensation, HR policy, salary administration, and best practices, ensuring decisions are compliant and well‑supported.
- Manage contract staffing and specialized recruitment programs, including international nurse recruitment, TN visa processes, temporary staffing contracts, and coordination with external vendors and agencies.
- Lead HR advertising and marketing initiatives, serving as liaison with media and advertising vendors; developing recruitment materials, digital content, and messaging to promote WSH career opportunities.
- Prepare, analyze, and present HR and workforce reports, including staffing ratios, vacancy trends, turnover metrics, hiring timelines, compensation analyses, and other data used to inform decision‑making by hospital and DBHDS leadership.
- Support workforce development and employee engagement initiatives, including career ladders, the LPN “Grow‑Our‑Own” program, DSA Career Pathways, and other retention‑focused programs to strengthen staff development and satisfaction.
- Contribute to HR operations, policies, and departmental workflow, maintaining functional knowledge across all HR service areas (benefits, FMLA, VSDP, JC standards, background checks), and providing backup support to HR team members as needed.
- Serve as backup to the Chief People Officer, providing departmental oversight, representing HR in leadership and regulatory meetings, ensuring compliance with Joint Commission and CMS requirements, and supervising HR staff in the CPO’s absence.

Minimum Qualifications

• Extensive experience and/or coursework in Human Resources Management, Personnel Administration, or a related field, or an equivalent combination of training and experience demonstrating the required knowledge and abilities.
• Significant professional experience in recruitment and selection, with related expertise in areas such as job classification, compensation, EEO, and benefits.
• Strong knowledge of HR principles, practices, and procedures, including federal and state employment laws and Commonwealth HR policies related to recruitment, classification, and compensation.
• Demonstrated ability to conduct research, collect and analyze data, perform market analyses, and provide sound, evidence‑based recommendations.
• Experience supervising a recruitment program and/or recruitment staff.
• Proficient in HR information systems, databases, and automated office procedures.
• Advanced skills in Microsoft Office applications, including Word, Excel, and Outlook.
• Prior experience preparing detailed reports, interpreting policies, analyzing HR data, and communicating conclusions clearly both orally and in writing.
• Strong customer service experience, organizational skills, and time‑management abilities, with a high level of attention to detail.
• Ability to work independently and collaboratively, manage high workloads, multitask effectively, and adapt to fast‑paced, changing priorities.
• Ability to deliver training and presentations to new hires and staff as needed.
• Demonstrated ability to prepare technical reports and conduct data analysis.
• Experience with state job classification and compensation systems.
• Experience providing consultation and support to executive-level leadership.
