About the Position:
The Virginia State Police (VSP) is seeking to hire a Financial Services Specialist II – GL/FA in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:
• Providing financial data for the year-end financial reports through the Fixed Asset Accounting and Control System (FAACS), the Lease Accounting System (LAS), the Construction in Progress File (CIP) and the Real Estate Lease System (RES) adhering to applicable policies and regulations as set forth by VSP, Department of Accounts (DOA), Auditor of Pubic Accounts and any other entity as governed and ensuring compliance to GASB 34 and other relevant financial and accounting policies and procedures.
• Assisting with the completion of the Department's monthly reconciliation of internal reports to DOA in accordance with the State Comptroller's Directive.
• Overseeing System of Procedures and Controls for the Department’s Fixed Assets, Infrastructures, Building, Software, and other Intangible Assets.
• Reconciling and ensuring resolution of Oracle E-Business Suite (OEBS) and Cardinal Errors.

Minimum Qualifications
Knowledge:
• Of Generally Accepted Accounting Principles (GAAP).
• Of auditing procedures.
Skill:
• In operating computers and using Microsoft Office applications.
• In working within automated financial systems.
• In using ten key calculators.
• In strong inter-personnel skills with internal and external customers.
Ability:
• To apply accounting methods to financial transactions/records and prepare financial reports.
• To research, analyze and reconcile financial data.
• To work independently and as a member of a team.
• To comprehend and apply Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Commonwealth Accounting Policies and Procedures (CAPP) Manual, Internal Revenue Service (IRS) regulations, and applicable internal VSP policies.
• To communicate in English effectively and exercise professional interactions both orally and in writing with co-workers, management, and vendors.
• To establish and maintain effective working relationships with colleagues, employees, external agencies, and the public.
• Graduation from high school or equivalent.
Additional Considerations
• Progressively responsible experience analyzing and performing inventory, depreciation calculations of assets, and estimating life/salvage value highly preferred.
• Experience with Oracle E-Business Suites (General Ledger) module highly preferred.
• Cardinal Financial (FIN) and Fixed asset Accounting and Control System (FAACS) experience preferred.
