The Department of Conversation and Recreation Office of Human Resources is looking for the best and the brightest the Commonwealth has to offer! DCR is in need of a top-notch professional who can help support the Transactions Team as our new HR Analyst. This position will be responsible for ensuring accurate, efficient administration of human resource operations to include payroll processing, personnel file maintenance, data entry into Cardinal, time/leave maintenance, benefits administration, and other administrative tasks.

Reporting to the HR Transactions Manager, in this role you’ll be:

  • Serving as the key HR Office contact, assisting both internal and external customers and providing HR answers and guidance daily over the phone, in-person, and via email.
  • Directly handling HR transactions (including keying/entry, analysis, and management of employee data).
  • Coordinating the onboarding process by providing necessary paperwork, information, and managing the off-boarding process, ensuring proper auditing, tracking and procedures are followed.
  • Conducting HR orientation for new hires.
  • Serving as the HR office lead for creating, maintaining, and retaining personnel records in accordance with state policy.
  • Aiding the HR Team in the areas of recruitment, benefits, employee relations, etc.

This position is eligible for a hybrid telework schedule (2 days per week).

Minimum Qualifications

  • Knowledge of general Human Resource policies and procedures.
  • Demonstrated knowledge of federal and state policies and procedures related to Human Resources including FLSA, FMLA, VSDP, ADA, and Worker’s Compensation.
  • Working experience keying the full range of transactions into the Personnel Management Systems (HRIS).
  • Experience working on payroll transactions (directly or indirectly).
  • Experience delivering training and presentations to internal staff.
  • Considerable experience functioning in a high-volume, fast-paced environment.
  • Demonstrated ability to analyze data and reach conclusions, which are logical and legally supportable, and strong
    problem-solving and decision-making skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to prioritize and perform multiple tasks simultaneously, work independently and meet deadlines with
    minimal supervision.
  • Ability to communicate effectively, both verbally and in writing, with diverse individuals and groups.
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Proficient with Microsoft Office Suite or related software.

Additional Considerations

  • Demonstrated exposure to application and processing of Commonwealth benefits and benefits coordination.
  • Ability to transact, manage, and report on data in Commonwealth data systems as well as various spreadsheet and other data management software.
