The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled HR professional to serve as the Human Resources Operations Coordinator to support enterprise-wide Human Resources operations at our Central Office location in Richmond, Virginia. This is an exciting opportunity to work directly with HR leadership while helping shape workforce systems, training, communications, and operational excellence across one of Virginia’ largest public service agencies.
DBHDS operates 12 state facilities and partners with 40 Community Service Boards to provide behavioral health, intellectual disability, and substance use services across the Commonwealth of Virginia. Our workforce is central to delivering high-quality care, and this role supports that mission through strategic workforce development.
Under the guidance and supervision of the Deputy Chief Human Resources Officer, the HR Operations Coordinator will:
Key Responsibilities:
• Coordinate enterprise-wide HR operations, systems, and administrative functions to ensure efficient delivery of services across DBHDS.
• Serve as the primary administrator for the agency’s Learning Management System (LMS), including user access, training assignments, compliance tracking, and reporting.
• Manage HR systems data, analytics, dashboards, and workforce reports to support informed decision-making by leadership.
• Maintaining and update HR internal and external websites, ensuring policies, procedures, forms, and communications remain accurate and current.
• Provide executive-level administrative and operational support to the Chief Human Resources Officer and Deputy Chief Human Resources Officer.
• Coordinate procurement and fiscal processes for HR, including purchasing, records management, and compliance with agency procedures.
• Support strategic HR initiatives, meeting, special projects, and special cross-functional coordination efforts.
• Prepare presentations, correspondence, reports, and executive communications on behalf of HR leadership.
• Track assignments, deadlines, and follow-up actions to ensure timely completion of priorities.
• Promote operational excellence, consistency, and continuous process improvement across HR functions.
Minimum Qualifications
• Progressive experience in Human Resources operations, administration, or business support, preferably in healthcare, behavioral health, or government environments.
• Experience supporting executive leaders and coordinating operations across complex organizations.
• Demonstrated success managing HR systems, training platforms, reporting or workforce data.
• Comprehensive knowledge of administrative operations, HR management principles, and compliance practices.
• Skill in project coordination, organization, and translating data into actionable recommendations.
• Strong communication, customer service, and relationship management skills.
• Ability to manage multiple priorities, and strong attention to detail and discretion.
• Proficiency with Microsoft Office Suite, SharePoint, HRIS Systems, and analytics tools.
Additional Considerations
• Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
• Experience administering Learning Management Systems or enterprise HR technology platforms.
• Experience in procurement, fiscal coordination, or records management.
• Experience supporting leadership in a fast-paced environment.
• Experience with Power BI, PageUp, Cardinal HCM (PeopleSoft), or similar systems.
