Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking two Construction Program Managers to support DMV and its customers through management of construction and inspection activities, on all phases of projects, to ensure quality, safety, budget, schedule, and that projects are in accordance with plans and specifications.
Under the Director’s guidance, the Construction Program Manager will conduct and coordinate project document reviews, managing projects during planning and construction phases to ensure compliance with appropriate codes, laws, and professional standards; Provides technical assistance and coordination of all aspects of projects. Recommends acceptance and non-acceptance of work performed by contractors. Coordinates regulatory and compliance authorities review of project; determines actions required for compliance and assures adherence to such requirements.
Core Responsibilities:
Monitor assigned construction projects with regards to budget, schedule, and quality.
Responsible for contract administration for all assigned projects from design through construction.
Provide technical assistance during all phases of a project including competitive selection procedures.
Maintain appropriate records and ensure compliance in accordance with CPSM and other regulatory requirements.
Perform other assigned duties.

Minimum Qualifications
•Considerable knowledge of architectural, mechanical, electrical and fire safety systems design, cost estimating, project construction and inspection related to project implementation from conceptual design through construction
•Demonstrated ability and experience to implement capital outlay projects using Commonwealth of Virginia Capital Outlay procedures and to provide materials evaluation and construction implementation related to architectural design, systems engineering, the maintenance requirements of physical plants, building codes, and fire and safety regulations
•Demonstrated ability to manage and supervise numerous design and construction projects, analyze technical problems, and recommend corrective engineering solutions based on sound engineering practice
•Experience communicating effectively with all management and support staff levels, other professionals, employees, and external contractors and subcontractors
•Coordinate inspections to ensure effective operations and compliance with specifications and regulations
•Driver’s License required with frequent statewide travel (infrequently overnight) using a state vehicle

•A Virginia Contracting Officer Certification (VCCO)
•DPOR Professional Registration for Architect, Engineer, Landscape Architect, etc.
•DPOR Registration Tradesmen Certification (HVAC, Electrical, Plumbing, etc.)
