This position provides strategic leadership for provider recruitment, onboarding, engagement, and retention, and is responsible for building and aligning systems, tools, and partnerships that improve the provider experience and reduce administrative burden. The role will oversee the Early Childhood Navigator team and support the development of a coordinated, statewide approach to provider support that is consistent, scalable, and responsive to provider needs.
Working across VDOE offices and in partnership with state and local stakeholders, this position will identify system barriers, inform policy and operational improvements, and ensure strong coordination between programs and partners. The position will use data and stakeholder input to drive continuous improvement and will play a key role in building a more integrated, efficient, and provider-centered early childhood system in the Commonwealth.
In this role, you will have the following core responsibilities:
1. Strategic Leadership for Publicly Funded Child Care Systems
- Provide strategic leadership to strengthen provider participation across Virginia’s publicly funded early childhood system, including the Child Care Subsidy Program (CCSP), Mixed Delivery, Virginia Preschool Initiative (VPI), and Head Start/Early Head Start.
- Lead development and implementation of strategies to expand and sustain the supply of publicly funded child care providers across the Commonwealth.
- Identify system barriers affecting provider participation and recommend policy, operational, or technical assistance improvements.
- Collaborate with the Office of Child Care Subsidy Program Operations to support effective implementation of CCSP policies and provider processes.
- Participate in cross-office leadership efforts to strengthen alignment across Virginia’s early childhood programs and initiatives.
- Use data and stakeholder input to inform policy and program improvements.
2. Supervision and Leadership of the Navigator Team
- Supervise and support Early Childhood Navigators responsible for provider recruitment, onboarding, and retention within Virginia’s publicly funded early childhood system.
- Provide supervision, coaching, and performance management for Navigator staff.
- Establish team priorities, goals, and performance metrics aligned with office, department, and division objectives.
- Coordinate and standardize Navigator roles, responsibilities, and workflows to ensure clarity, consistency, and alignment across regions.
- Support Navigators in complex provider cases and escalated issues related to licensing, subsidy participation, or other publicly funded program requirements.
- Lead development of shared tools, templates, and internal guidance to support consistent Navigator practice statewide.
- Partner closely with the CCSP Provider Services Supervisor to align Navigator and provider services roles in application, onboarding, and provider management processes, reducing administrative burden for both providers and staff. Foster strong collaboration and information sharing across the Navigators, the OECPPPS team, and with internal and external partners.
3. Provider Engagement, Recruitment, and Retention Strategy
- Lead statewide, data-driven strategies to recruit, onboard, and retain child care providers participating in publicly funded programs.
- Oversee provider outreach and engagement strategies to recruit new and existing providers into publicly funded programs.
- Support development of scalable processes to help providers successfully navigate state systems and program requirements.
- Collaborate with OCCHS to strengthen coordination between licensing processes and participation in publicly funded programs.
- Identify and address barriers that providers experience when entering or remaining in publicly funded programs.
- Facilitate stakeholder engagement with providers and partners to gather feedback and inform continuous improvement.
- Identify early indicators of provider disengagement or attrition from the CCSP, and work proactively to address barriers before providers exit the program.
- Analyze trends in provider participation and collaborate with the CCSP Provider Services Supervisor and Early Childhood Portfolio
- Manager to develop strategies that strengthen provider satisfaction and retention.
- Facilitate structured opportunities to gather provider feedback through mechanisms such as surveys, listening sessions, and stakeholder engagement activities to inform continuous improvement of policies, processes, and supports.
4. Systems Coordination and Partnerships
- Strengthen coordination between state, regional, and local partners and stakeholders to support providers’ engagement and experience in Virginia’s publicly funded early childhood programs.
- Collaborate with Ready Regions, VECF, and regional partners to support coordinated enrollment and provider engagement with publicly funded early childhood programs.
- Provide technical assistance to communities working to strengthen coordinated enrollment efforts related to the Child Care Subsidy Program.
- Support efforts to strengthen connections between Child Care Resource and Referral (CCR&R) services and coordinated enrollment activities.
- Build and maintain strong working relationships with VDSS home office staff, Regional Practice Consultants, and Local Departments of Social Services (LDSS) to understand regional CCSP supply challenges and gather feedback to inform recruitment, engagement, and retention of providers participating in the Child Care Subsidy Program.
5. Operational Systems, Tools, and Provider Support Infrastructure
- Lead development of tools, resources, and processes that support effective engagement with publicly funded providers and enable scalable statewide support.
- Support development and revision of provider-facing and internal guidance materials, including handbooks, desk guides, model forms, and standard operating procedures, related to provider participation in publicly funded programs.
- Manage contractual activities related to provider training and technical assistance supports (e.g., provider trainings delivered through partners such as CCAoVA).
- Document and standardize Navigator processes to support scaling of provider recruitment and engagement efforts statewide.
- Monitor implementation of new initiatives affecting providers (e.g., new attendance systems, onboarding processes) and ensure providers receive clear guidance and support.
- Lead continuous improvement of provider-facing support resources by leveraging a tiered provider support model, including:
- Tier 1: High-quality, easy-to-navigate self-service resources (guides, webpages, checklists, templates, and FAQs) that enable providers to independently access information pertaining to VDOE A&E.
- Tier 2: Targeted guidance and group technical assistance opportunities (e.g., trainings, office hours, webinars, and partner-led support).
- Tier 3: Intensive individualized technical assistance and case management for providers requiring additional support to successfully participate in publicly funded programs.
- Continuously evaluate provider-facing materials and guidance to ensure resources are clear, accessible, and responsive to provider needs, reducing administrative burden and improving the overall provider experience.
Minimum Qualifications
- Demonstrated experience helping providers navigate technological transitions,
- Ability to think at scale, strategically advance large scale projects to benefit providers statewide,
- Ability to provide tailored assistance and help providers navigate state systems
- Experience assisting providers participating in the Child Care Subsidy Program,
- Demonstrated knowledge of licensing standards for centers and family day homes,
- Demonstrated knowledge of Virginia's subsidy health and safety requirements,
- Demonstrated leadership experience in a government role or in a child care center
Additional Considerations
- Knowledge and understanding of the Child Care and Development Fund (CCDF)
- Demonstrated experience managing stakeholder engagement
- Demonstrated ability to collect, analyze and report data
