Job Duties

The Virginia Department of Veteran Services (DVS) is seeking a dedicated and experienced professional to serve as a the Training and Operations Specialist with the VA Veterans and Family Support (VVFS) department.

This position is necessary to support the effective and compliant delivery of program services. This role will ensure consistency in training, operational processes, and services delivery across staff, while strengthening program oversight and accountability in alignment with state requirements.

As program demands continue to expand, there is a demonstrated need for a dedicated position for developing and implementing standardized training curricula, facilitating onboarding for new staff, and providing ongoing technical assistance to ensure staff competency and adherence to program expectations. In addition, this position will support operational functions by evaluating workflows, identifying process improvement opportunities, and implementing strategies to enhance efficiency and service delivery outcomes. This role will also contribute to performance monitoring and reporting by supporting data collection, tracking key performance indicators, and assisting with quality assurance efforts.

Minimum Qualifications

• Knowledge of adult learning theory and instructional design methodologies
• Ability to develop and deliver engaging training for diverse audiences
• Strong facilitation, presentation, and communication skills
• Ability to analyze training needs and evaluate program effectiveness
• Proficiency with learning management systems and common training technologies
• Strong organizational skills and attention to detail
• Ability to work independently and collaboratively in a public-sector environment
• Experience in training, instructional design, workforce development, or a related area
• Equivalent combinations of education and experience may be considered
• Experience developing online or blended learning programs

Additional Considerations

• Experience in state or local government
• Experience in education, human resources, organizational development, public administration, or a related field preferred
• Certification in training or instructional design (e.g., CPTD, CPLP, ATD certification) preferred
• Knowledge of adult learning principles
• Familiarity with compliance, regulatory, or policy-driven training environments
