Job Duties
The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our State All Hazards Planner!
The State All Hazards Planner (AHP) carries out all directives related to the Homeland Security and Emergency Management Programs in compliance with applicable federal and state laws, executive orders, published policies, and established procedures.
Duties include but are not limited to:
- Creates new all-hazard plans and maintains current plans in coordination with stakeholders.
- Analyzes past events and exercises to identify and implement necessary changes to plans.
- Ensures all planning activities and plans comply with non-discrimination laws and address individuals with access and functional needs, where applicable.
- Leads and provides planning assistance to VDEM Planners and State agencies regarding the Commonwealth of Virginia Emergency Operations Plan (COVEOP), its annexes, and other emerging planning priorities.
- Provides project support to the other State All Hazards Planner, the Lead Planner for the State Hazard Mitigation Plan, and the Assessment Program Coordinator for the THIRA/SPR process.
- Provides all-hazards planning guidance and support to State agencies, VDEM Region AHPs, and local Emergency Managers.
This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Considerable working knowledge of the four phases of emergency management, federal emergency management planning guidance, National Incident Management System, and incident command principles.
- Superior interpersonal, written, and verbal communication skills.
- Demonstrated ability to oversee the development, writing, and review of all-hazards plans to create professional and effective plans; manage planning contracts; foster teamwork; and collaborate with state and local officials.
- Ability to communicate technical, regulatory, and sensitive information clearly and appropriately to diverse individuals and groups.
- Ability to prioritize competing tasks and deadlines, manage multiple projects effectively, and maintain strong attention to detail in all work products.
- Ability to conduct research, organize and analyze information, communicate findings, and produce project status reports.
- Ability to work independently with minimal supervision and operate effectively in austere environments for extended periods.
- Ability to maintain confidential information.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
