Virginia Information Technology Agency (VITA) provides a wide variety of services and has become a vital component to the Executive Office of the Governor of the Commonwealth of Virginia and Governor’s staff. The IT staff aids in the effective delivery of IT services that support the business needs of the Commonwealth.
The Governor’s Information Technology Services (GOVITS) mission is to ensure all technology resources in the Executive Office of the Governor work properly. It supports efficient office operations; provides access to information needed by the Governor, the Governor’s Cabinet, and the Governor’s staff for policy development, legal and legislative analysis, and state government management; and facilitates communications with key stakeholders and constituencies.
Accordingly, it cuts broadly across Governor’s office functions such as constituent services, scheduling, communications, and websites that call for a wide range of IT applications, support, and services.
Phone systems, computer networks, desktop computing, printers, and everything that facilitates communication and the transfer of information between the Governor’s office as a single enterprise, is included in our area of responsibility.
Under the general direction of the Chief of Administration, the GOVITS IT Director will contribute to the growth, direction, and purpose of the department overall through strong management and leadership skills.
The Director will provide administrative oversight and the direction of staff and services for operations. The talented individual will lead the GOVITS office in various key areas: Infrastructure, Customer Services, Enterprise Systems, Applications, and IT Security.
This individual will provide resilient, innovative, and secure solutions for the Governor and their staff. The Director has responsibility for planning, directing, and managing the activities of technical personnel, and for ensuring consistency of goals, policies, as well as technical and administrative procedures.
The successful candidate will act as a liaison with top government personnel and information technology staff to assess, plan and deliver innovative business applications and solutions to a full range of customers.
This position provides senior leadership and strategic oversight for the Governor’s and Lt. Governor’s technical operations, directly managing a diverse management team that includes the Development Manager, ISO, Desktop Services Lead, and the AV Manager.
This role is responsible for staff performance management, budget administration, procurement, and the execution of technical work plans, designed to meet evolving office needs. Key operational responsibilities include overseeing day-to-day technical support—encompassing desktop services, telephony, and audio-visual systems—as well as driving the development, maintenance, and security of critical web-based applications, CRM systems, and constituent services platforms.
This position will be partnered with VITA leadership and the Secretary of Administration to prioritize Governor’s Office initiatives while managing the IT services and project budgets. Additionally, this position will develop critical service agreements, work requests, staffing plans, and statements of requirements with VITA service providers and vendors to ensure seamless delivery.
This position will report to the Chief of Administration while taking day-to-day directions from the Governor’s Office and the Secretary of Administration. In this role, the successful candidate will serve as the primary liaison between the Governor’s Office business users and VITA's technical resources, actively engaging with all levels of government—including the Governor and Lieutenant Governor's staff—as well as VITA executives, service management, suppliers, and the broader vendor community.

Minimum Qualifications
Extensive experience providing technical and managerial support across desktop services, AV systems, and system development environments.
Experience working in political or nonprofit environments, including roles as senior staff and/or a political appointee.
Extensive experience overseeing the planning, coordination, execution, and successful completion of technical projects.
Experience interpreting, explaining, and applying policies, procedures, and regulations.
Considerable experience in strategic planning focused on resolving complex IT problems.
Experience with prioritizing tasks, establishing milestones, and meeting deadlines in a senior leader environment.
Extensive knowledge of Virginia legislative and/or budgetary processes.
Extensive experience leading IT professionals with diverse skill sets.
Experience effectively working with administration leaders and employees, other state agencies, executive and legislative policymakers, and other stakeholders.
Additional Considerations
Experience working with local and/or state government.
Working knowledge of laws governing state agencies, such as the Virginia Freedom of Information Act, the Virginia State and Local Government Conflict of Interests Act, and the Virginia Public Records Act.
