Job Duties

The Department of Human Resource Management’s Finance and Administration office is seeking a qualified individual to fill the position of Financial Analyst. In this role, the position is responsible for analyzing the accounting and financial needs of the programs operated by the agency, including the financial reporting, analysis, and control functions; accounting, budgeting, and cash control systems; payments, receipts, and data reporting between DHRM and outside entities. The position is also responsible for providing financial assistance and training to agency staff, updating policies and procedures, and responding/coordinating with auditors. The position serves as a backup to the Fiscal Officer approving transactions, among other duties.

Minimum Qualifications

Extensive experience and the ability to complete financial reconciliations; Considerable knowledge of benefits accounting, with emphasis on insurance/claims and their impact on IBNR; Demonstrated ability to complete financial statements monthly and annually in accordance with the Generally Accepted Accounting Principles (GAAP) and in accordance with fiscal year end close requirements and directives; Knowledge of accounts receivable and budgeting and preparing reports to include making recommendations for improvements; Strong personal computer skills, including word processing, spreadsheets, database, accounting software; Considerable knowledge of Generally Accepted Accounting Principles (GAAP); Demonstrated ability to analyze and audit data; Demonstrated ability to conduct and interpret financial analysis; Strong interpersonal skills and ability to respond to inquiries in a timely manner and ability to meet deadlines and manage multiple priorities. High School Graduate or equivalent.

Additional Considerations

Experience in state accounting; Experience using the Cardinal Accounting System and Certified Public Accountant (CPA).
