Job Duties
The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 35 local health districts.
This position provides professional‑level support to agency leadership by working on intermediate‑term programmatic issues that impact operations across the entire agency. Key responsibilities include program development, planning, monitoring, and analysis, as well as grants management and research to support policy and procedure recommendations. The role also evaluates proposed changes to rules, regulations, and legislation to assess their effect on service delivery. Success in this position requires strong knowledge of program management, analytical methods, and service integration. Work is performed independently with guidance from a supervisor‑approved outline or work plan.
The position may be based out of any of the following Mount Rogers Health District locations: Bristol City Health Department, Washington County Health Department, Smyth County Health Department, Wythe County Health Department, or Carroll County Health Department. Regardless of home base, the employee is expected to visit all eight localities/Health Departments within the district on a monthly basis to support consistent program implementation and provide district‑wide coordination.
*This is a restricted position, which is solely funded by the Virginia Public Health Emergency Preparedness Grant for a period ending June 30,2027. The availability of funding is scheduled for review annually and before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.
Minimum Qualifications
• Considerable knowledge of and experience in planning and policy development and implementation, program evaluation and coalition building
• Experience developing and exercising emergency response plans
• Experience in health communications essential
• Experience working with diverse groups and the general public to assess community needs, provide education and information, and coordinate group activities
• A comprehensive knowledge of and experience working within the community environment with emergency preparedness and response resources and methods
• Good oral and written communication skills are required
