Job Duties
The Department of General Services (DGS) is a diverse, customer-focused agency dedicated to supporting state agencies, local governments, and the citizens of the Commonwealth. We deliver a wide range of essential services that keep Virginia’s operations running smoothly and efficiently. Our agency provides leadership and oversight in areas including laboratory testing, statewide procurement and contracting, building construction and engineering, facilities management, real estate services, fleet management, mail distribution, and surplus and warehouse operations.
We are seeking an experienced and motivated HR Generalist to join our team and deliver a full range of professional human resources services. In this role, you will serve as a strategic partner to an assigned work group while also collaborating closely with the HR team on agency‑wide initiatives. This position centers on leading recruitment efforts while also providing comprehensive HR services across all functional areas.
Job duties include, but are not limited to:
- Managing the full recruitment cycle including the hiring and selection process, applicant screening, and serving as a scribe during interviews.
- Administering employee benefits such as health insurance, retirement, family medical leave, and disability benefits.
- Conducting research and preparing documentation for position classification analyses and compensation studies.
- Providing guidance to employees and managers on employee relations matters, including policy interpretation, performance, and disciplinary issues.
- Facilitating new employee orientation, onboarding, and offboarding processes.
- Processing a variety of employment transactions.
- Delivering training and informational sessions to employees and managers.
This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance.

Minimum Qualifications
- Progressively responsible experience providing HR consultation and guidance in all HR facets including recruitment, classification, benefits administration, & employee relations.
- Considerable experience in automated human resource information and benefits systems including Cardinal HCM and PageUp.
- Considerable experience with interpreting and applying HR related laws & policies.
- Considerable knowledge of human resource principles & practices, including recruitment & selection, classification & compensation, employee relations, Federal & State laws, & employee benefit programs.
- Considerable knowledge of Commonwealth of Virginia benefits and DHRM policies.
- Considerable skill in Microsoft Word, Excel, and Outlook.
- Demonstrated ability to communicate with diverse individuals and groups, including developing and presenting information.
- Demonstrated ability to interpret policies and procedures and provide sound guidance.
- Excellent verbal and written communication skills, interpersonal, time management, prioritization and organizational and analytical skills.
- Demonstrated ability to analyze data, problem solve using good judgement, assess needs, and implement solutions that support organizational goals.
- Ability to work effectively as a team member, provide excellent customer service, and ensure confidentiality.
Additional Considerations
- SHRM-CP certification.
- Experience recruiting and hiring technical professionals in the scientific discipline.
- Experience using LeavePro, VNAV, and/or VEC SIDES systems.
