Job Duties
The Virginia Department of Veteran Services (DVS) is seeking a dedicated and experienced professional to serve as the Procurement Officer in the Procurement Department. Purpose of Position: The purpose of this position is to provide administrative and operational support for the agency through the procurement of equipment, supplies, and services to support the mission, goals, and objectives of this organization. This position will be the Gold Card holder and responsible for P-card transactions and monthly reconciliation. This position will be handling procurements using small purchase procedures. The procurement officer is responsible for ensuring that procurement activities are conducted in accordance with federal and state regulatory requirements or facility standards.
Minimum Qualifications
Knowledge of Virginia government procurement procedures, laws and regulations. Experience using the State's e-Procurement system is preferred. Position requires excellent oral and written communication skills and a highly developed appreciation for excellence in customer service. Communication skills are especially important in dealing with vendors and DVS employees. Ability to maintain a tactful, orderly working relationship with others. The position requires a highly organized person with excellent skills regarding following up on all aspects of a procurement from initiation to completion. Ability to interpret rules, regulations and specifications is highly desirable. Familiarity with SWaM practices is preferred. The ability to use mathematics to solve problems and reach logical conclusions. Must be able to read, write and have good oral and written communication skills.
Additional Considerations
High school graduate or equivalency required. Years of experience in State government procurement activity is highly desirable. Virginia Contracting Associate (VCA) certification is must be obtained within 12-months.
