Job Duties

Responsible for the supervision or management of large-scale policy, planning and feasibility studies and interdisciplinary projects, and recommends to management long-range program opportunities and enhancements, strategies, resource allocations, legislative proposals, and departmental policies and procedures within assigned work unit. Provides supervision to a staff of Policy Analysts or Planners engaged in policy, planning, feasibility and operational studies and projects. Actions may have impact on agency wide application, operation or service. Typical positions set study and project standards, allocate staff and resources, review project plans and progress, provide technical and supervisory guidance, assess and ensure staff training needs are met, review work and documentation for quality and soundness of conclusions and recommendations, work with management and project sponsors to develop work strategies and identify options and solutions. Manage follow up evaluations of studies, policies and various programs to assess impact on management decisions based on policies and procedures. Develop impact statements that may include budget issues. May serve on committees and boards and appear in hearings and public meetings as an agency representative.

Minimum Qualifications

• Considerable knowledge of policy, policy analysis, planning, and program evaluation techniques, research and design procedures; of project management techniques, agency organization and functions, and of data systems and applications.
• Demonstrated ability to plan, organize, supervise, and provide ongoing performance evaluation of subordinate staff
• Experience in Microsoft applications; data collection, research, organizational studies and statistical analysis
• Ability to communicate effectively orally and in writing
• Experience facilitating stakeholder meetings
• Ability to plan, evaluate and implement large-scale projects; advise applicable agency management regarding agency goals, objectives and strategies
• Experience reviewing, drafting policies, decision memos, legislative proposals and/or regulatory documents.
• Ability to research and apply findings to solutions; identify various policy options and potential impact

• Progressive experience in policy analysis, strategic planning, or operational studies
• Experience in leading or supervising policy, planning and/or operational studies
