About the Role
The Talent Acquisition Manager will lead the strategic direction, execution and continuous improvement of Virgina Tax’s hiring activities. This role is responsible for strategic workforce planning and full-cycle recruiting that attracts, engages, and hires the talent needed to drive organizational success.
Partnering with business leaders across the agency, the Talent Acquisition Manager will establish and drive talent acquisition strategy, ensuring workforce readiness, organizational growth, and the development of scalable hiring capabilities aligned with the agency’s goals and objectives. A major focus of this role is to help Virginia Tax create and implement a skills-based approach to recruitment, workforce development, and retention.
Key Responsibilities:
Talent Acquisition
Provide strategic oversight of end-to-end talent acquisition activities, from workforce planning to onboarding and new employee orientation, with a focus on speed, quality, cost and candidate experience.
Apply strong business insight to balance organizational priorities, ensuring talent acquisition decisions support business outcomes, operational needs, and strategic objectives.
Lead the agency’s talent marketing strategy, including the Employee Value Proposition, to strengthen employer brand to attract and retain talent.
Provide expert consultation to hiring managers and HR staff on sourcing strategies, selection processes, job design, competency alignment, and market insights.
Develop tools, templates, and training to ensure consistent hiring practices and a strong employer brand.
Monitor and adapt talent acquisition strategy in response to economic and labor market trends and competitive forces, ensuring the agency maintains a competitive hiring position.
Partner with hiring managers and HR team members to define role requirements and hiring strategies and assist them in developing initiatives to improve hiring and retention for hard-to-fill roles.
Build and maintain strong talent pipelines using creative sourcing methods and cultivating a talent acquisition network both within and outside of state government.
Oversee targeted outreach efforts including attendance at job fairs and other recruitment events.
Leverage technology, automation, AI, and data analytics to drive operational excellence. Track and analyze talent acquisition and engagement data, and develop and maintain talent acquisition metrics, reports and dashboards to deliver insights and ROI to agency leadership.
Workforce Planning
Lead agency-wide workforce planning efforts, including forecasting, succession planning, and organizational capability assessments to anticipate hiring needs and ensure talent readiness aligned to agency goals.
Work with agency leadership to strengthen succession pipelines and reduce reliance on external hiring by improving processes to identify and develop internal talent and increasing internal mobility through upskilling and career pathing.
Partner with HR leadership to develop and maintain systemwide job architecture, classification guidance, and competency models.
Analyze workforce data and trends to inform strategic decision-making and policy development.
Collaborate with agency and HR leadership on workforce planning and organizational development initiatives including reorganizations and restructuring, reviewing plan submissions and offering feedback and recommendations.
Relationship Management & Customer Service
Serve as a knowledgeable, strategic advisor to senior leadership on talent related issues, risks, and opportunities.
Build strong, trust-based relationships with agency leaders, hiring managers, employees, and candidates. Provide responsive, high-quality consultation and support to ensure consistent service delivery.
Ensure talent acquisition team members have the support they need to provide a high level of customer service.
Employee engagement and retention
Partner with HR team members and hiring managers to improve onboarding and new employee orientation experiences that set new hires up for success.
Conduct candidate, employee and hiring manager surveys and translate feedback into actionable initiatives.
Support performance management and career development programs that help employees identify clear and realistic career paths.
Foster a culture of inclusion, recognition, and continuous improvement.
Leadership & Strategy
Develop and implement effective selection and assessment strategies to ensure data-driven, fair, and predictive hiring decisions.
Partner with HR and operational leaders to develop strategies to evolve the agency toward greater use of skills-based criteria for hiring and career growth.
Manage and mentor talent acquisition team members, to include providing structured coaching and monthly check-ins.
Ensure compliance with federal and state employment laws and best practices.
Continuously improve TA and engagement processes and systems.
Minimum Qualifications
KSAs/Required Qualifications:
Significant progressive experience in talent acquisition and leading TA initiatives.
Strong knowledge of recruiting tools, ATS platforms, and sourcing strategies.
Knowledge of compensation frameworks, job architecture and competency models.
Proven ability to manage competing priorities in a fast-paced environment.
Proven ability to lead projects and drive change initiatives.
Strong knowledge of HR best practices and HR operations.
Excellent interpersonal, communication, and stakeholder management skills.
Analytical mindset with experience using HR metrics to drive decisions.
Strong knowledge of federal and state employment laws, including Title VII, ADA, ADEA, Pregnancy Discrimination Act.
