Job Duties

The DGS Office of Information Systems & Services (ISS) is seeking an experienced and strategic Assistant Chief Technology Officer – Applications to lead the agency’s enterprise application portfolio. This position oversees application procurement, development, security, maintenance, support, and audit functions while providing leadership to Application Portfolio Managers (APMs) and SQL/Oracle Database Administrators. The role partners closely with the CTO/ISS Director and senior ISS leadership to drive technology strategy, governance, and modernization. This role directly influences how DGS delivers services, enhances efficiency, and modernizes technology across the Commonwealth.

Responsibilities include

  • Provides strategic leadership for the agency’s application environment
  • Supports long‑term planning and technology modernization with CTO/ISS leadership
  • Maintains the agency technology roadmap and evaluates emerging technologies
  • Oversees procurement, development, security, maintenance, support, and audit of ISS‑managed applications
  • Ensures adherence to best practices for application development and lifecycle management
  • Leads and mentors Application Portfolio Managers and SQL/Oracle Database Administrators
  • Develops ISS policies aligned with VITA PM standards, SDLC, and change/release management
  • Establishes performance metrics and ensures compliance across application teams
  • Builds strong partnerships with business units and stakeholders
  • Ensures application solutions meet business needs and improve operational efficiency
  • Prioritizes and optimizes IT resources to achieve efficiencies and economies of scale
  • Oversees project management activities across the application portfolio


This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after successful completion of training period and approved telework agreement.

Minimum Qualifications

  • Demonstrated leadership of enterprise‑scale technology portfolios, including strategy, lifecycle management, modernization, and alignment of applications, data, and platforms with organizational objectives.
  • Extensive experience providing oversight of enterprise‑level project and program management, including prioritization, governance, resource planning, risk mitigation, audit response, and delivery of high‑visibility, multi‑year technology initiatives.
  • Proven ability to establish and enforce enterprise IT governance, including standards for SDLC, security, compliance, architectural review, and technology operating models.
  • Deep understanding of enterprise architecture principles, with the ability to guide solution design, interoperability, integration patterns, data flows, and long‑term technical sustainability.
  • Strong command of software engineering and delivery methodologies, including Agile, DevOps, automation, and release/change governance, with a focus on improving delivery quality and operational resilience.
  • Demonstrated success leading high‑performing technical teams, fostering a culture of accountability, process maturity, documentation discipline, and continuous operational excellence.
  • Advanced capability in vendor, contract, and partner management, including negotiation, performance oversight, and governance of SaaS, cloud, and managed service providers.
  • Proven ability to develop, enforce, and maintain enterprise‑level documentation standards, including architecture artifacts, operational procedures, system baselines, and project governance materials to support compliance, security, and long‑term maintainability.

Additional Considerations

  • Professional experience engaging with Virginia state agencies and VITA.
  • Certifications such as PMP, ITIL, CSM, SAFe, or related credentials.
  • Experience with VITA Project Management standards or similar statewide governance frameworks.
  • Demonstrated success leading digital transformation, cloud migration, or enterprise modernization initiatives.
  • Experience with data analytics platforms, enterprise integration tools, and low‑code/no‑code application environments.
