Job Duties
The Chief Financial Officer serves as the senior executive responsible for all financial, budgetary, grant financial management, procurement, and risk management functions of the agency. This role provides strategic financial leadership, ensures full compliance with Commonwealth and federal requirements, and aligns fiscal practices with the agency’s mission, priorities, and long-term goals. The CFO oversees budgeting, accounting, financial reporting, internal controls, procurement, and financial planning while leading a high performing team of professionals. Key responsibilities include leading, mentoring, and developing the finance, accounting, grants accounting and financial oversight, budget, and procurement teams; building a culture of continuous improvement, accountability, and professional growth; strengthening collaboration across divisions to streamline processes and improve operational efficiency; and serving as the primary liaison with the Department of Accounts, Department of Planning and Budget, Auditor of Public Accounts, and other state partners.
Minimum Qualifications
Comprehensive knowledge of governmental accounting principles, including GAAP, GASB standards; budget development, forecasting; internal control frameworks and audit readiness. Comprehensive knowledge in grant management requirements and federal cost principles; and corrective action planning; compliance reporting; procurement regulations, contract management practices, and vendor oversight; financial systems and data analytics tools; and risk management principles. Demonstrated strong leadership, team-building, and talent development; analytical; verbal/written communication; problem-solving and conflict resolution; project management and organizational; and strategic planning skills. Demonstrated ability to lead complex financial operations and staff in a multifaceted public organization; assess organizational needs and develop long-term financial strategies; design, implement, and evaluate internal controls; identify financial risks, develop mitigation strategies, and communicate impacts; foster collaborative relationships with internal and external stakeholders; manage confidential financial information; drive process improvements and implement operational efficiencies; and adapt to changes accordingly.
Additional Considerations
Extensive experience in public-sector or governmental finance. Related certification(s) such as CPA. Familiarity with Commonwealth of Virginia financial systems, policies, and procedures to include ARMICS. Experience with ERP systems and business intelligence tools such as Cardinal.
