Job Duties

The Financial Services Specialist I at the Virginia School for the Deaf and the Blind (VSDB) is to perform professional fiscal and accounting support functions for the agency/business office. Responsibilities include processing accounts payable and accounts receivable transactions, bond requisitions, journal entries, reconciliations, fiscal reporting, and maintenance of financial records in accordance with Commonwealth Accounting Policies and Procedures (CAPP), agency procedures, and applicable state and federal regulations.

This position will also serve as backup support to the Accounting Supervisor and the Grant/Medicaid Specialist and assists with ensuring continuity of fiscal operations, compliance, reporting accuracy, and internal controls.

The Financial Services Specialist I at VSDB is to ensure adherence to federal regulations,
Commonwealth policies, and agency procedures while supporting program integrity, financial accountability and service delivery outcomes. The Financial Services Specialist I serves as a subject matter specialist with substantial experience in accounting. The Financial Services Specialist I will provide technical assistance, financial analysis, and regulatory guidance to internal staff, local departments, and external partners.

Minimum Qualifications

Working knowledge of accounting principles, financial transaction processing, and governmental accounting practices.

Experience processing accounts payable, accounts receivable, reconciliations, and journal entries.

Ability to interpret and apply policies, procedures, and financial regulations.

Experience using financial management systems such as Cardinal and EVA systems.

Ability to analyze financial data and resolve discrepancies independently.

Strong organizational, communication, and customer service skills.

Proficiency with Microsoft Excel and financial reporting tools.

Additional Considerations

Experience with Virginia state fiscal systems and procedures.

Experience supporting grants, Medicaid, or governmental funding streams.

Experience in governmental or public sector accounting.

VCA certified
