Join the Virginia Employment Commission as our next ServiceNow Business Analyst and play a key role in transforming how we deliver HR services across the organization.
In this role, you’ll dive deep into business processes, work side‑by‑side with HR and technical teams, and help shape the future of our ServiceNow HR Service Delivery platform. You’ll document workflows, translate business needs into clear requirements, support user acceptance testing, and help prepare staff for new ways of working. Your work will directly contribute to streamlined processes, better user experiences, and a more modern, connected agency.

Minimum Qualifications
• Experience with ServiceNow HRSD or other enterprise workflow modules to support technology implementations or business modernization efforts.
• Knowledge of business process analysis, workflow documentation, and organizational planning.
• Understanding of HR or administrative operations and related procedures.
• Familiarity with enterprise service management tools (ServiceNow strongly preferred) and project management concepts.
• Strong analytical and organizational skills with the ability to document detailed processes.
• Skill in facilitating small group discussions, gathering input, and clarifying needs.
• Strong writing skills to create clear, effective documentation and requirements.
• Ability to work collaboratively with cross‑functional stakeholders and to translate operational needs into functional requirements.
• Ability to manage multiple tasks, meet deadlines, and adapt to shifting priorities and to learn new systems, tools, and processes quickly.
• Experience supporting user testing and user experience, training, or change readiness activities.
Additional Considerations
• Experience service delivery within a state government environment.
• Experience with Lean, Six Sigma, or process‑improvement methodologies.

NOTE: This is an hourly, wage, non-exempt position without state benefits, and is limited to approximately 20 – 29 hours per week not to exceed 1,500 hours in a 365-day period (May 1 – April 30). Hours for this position will vary depending upon workload and business need.
