The mission of the Virginia Industries for the Blind (VIB) is to employ and develop Virginians who are blind, visually impaired, or deafblind by providing meaningful employment through the manufacture and delivery of quality products and services. Achieving this mission requires VIB to operate similarly to a traditional business—maintaining efficient production, service, and retail operations while implementing strong financial controls—to fulfill its self‑funded obligation and operate without the use of General Funds.

We are seeking a Procurement Officer. The employee will be cross‑trained to process all assigned purchases in accordance with Commonwealth Purchasing Regulations and VIB State‑side Procurement Procedures, as well as federal procurement procedures for assigned federal requisitions. Responsibilities include obtaining all required approvals for procurements exceeding the $15,000 delegated spend authority, providing procurement guidance to end users, and assisting staff in maintaining and troubleshooting procurement systems such as eVA, CounterPoint, and Odoo (VIB’s primary ERP system).

Duties include, but are not limited to:

  • General procurement and contracting 
  • Securing quotes 
  • Communication, troubleshooting, and problem‑solving 
  • Consulting with the supervisor on sensitive vendor or end‑user issues as they arise 
  • Staff support 
  • Filing 
  • Providing support and backup to the VIB Procurement Officer for solicitations, including UIFB, IFB, sole‑source actions, and related processes



Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.

Minimum Qualifications:

Knowledge:

  • Working knowledge of state procurement laws, including but not limited to the Virginia Public Procurement Act (VPPA) and the Agency Procurement and Surplus Property Manual (APSPM).


Skills:

• Demonstrated skill in using automated procurement systems, e commerce platforms, and inventory management tools.
• Strong attention to detail.
• Strong oral and written communication skills; demonstrated telephone and customer service skills.
• Proficiency with automated purchasing software, MS Word, Excel, and database management.

Abilities:

  • Demonstrated ability to process purchase requisitions into purchase orders in accordance with established policies and procedures supporting base supply operations.
  • Demonstrated ability to interpret specifications and complete purchase orders in accordance with applicable policies and procedures.
  • Ability to work effectively in a high-volume environment. 
  • Ability to establish and maintain effective working relationships with vendors and internal end users.

Additional Considerations:

• Training in business or another related field.
• Completion of VCA, VCO, CPPB, or other equivalent procurement certification.
• Experience using eVA or similar procurement systems.
• Knowledge and/or experience with VIB procurement processes
