Job Duties

For more than three decades, the Virginia Lottery has worked to build a strong reputation, one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K – 12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth.

The Virginia Lottery is seeking a Licensing Manager that will manage the day-to-day operations and activities of the Lottery’s Retailer Licensing department and oversees the Retailer Accessibility Program. Reporting to the Deputy Executive Director of Finance, the Licensing Manager:

• Manages day-to-day operations and activities of Retailer Licensing Unit, including assignment of duties; monitoring of workload distribution and progress on time-sensitive projects/tasks; ensuring activities are conducted in compliance with applicable laws, regulations, and guidelines; providing guidance and support (as needed); and resolving problems in the best interest of all concerned.
• Reviews all new license applications, confirms all approved applicants meet specified licensing criteria, and makes final determination as to approval or denial. Ensures decisions are communicated to interested parties.
• Directs license renewal process. Ensures retailers submit renewal applications annually, that any additional documentation is submitted by established due date, and that staff maintains data integrity by promptly updating Lottery records.
• Facilitates timely lottery equipment installation & removal at retailer locations.
• Oversees Lottery-administered retailer bonding contract. Ensures adherence to terms, and timely submission of required reports. Work closely with retailer accounting team related to any inquiries or violations.
• Develops and/or revises contracts, forms, letters, or other standardized documents required for licensing processes.
• Compiles reports measuring program activities, progress towards established goals, and any unusual occurrences.
• Educates Lottery staff and retailers on licensing requirements.
• Represents Licensing in retailer informal hearings, and – when appropriate – recommends actions to Hearings Officer.
• Oversees operations and activities of Lottery’s Retailer Accessibility Program (RAP).
• Supervises and collaborates with Retailer Compliance Coordinator to ensure program is administered in compliance with relevant provisions of the Americans With Disabilities Act, Lottery policy & procedures, and other agreed-upon terms and guidelines.
• Monitors periodic reports measuring program activities, progress towards established goals, compliance rates, any detrimental impact on retailer base, and any anomalies requiring remediation.
• Develops and/or revises forms, letters, or other standardized documents required for program administration.
• Facilitates development of communications materials for internal & external stakeholders.
• Educates Lottery staff and retailers on RAP requirements.
• Develops, maintains, and implements Licensing and RAP policies & procedures to promote operational consistency, and to ensure activities are conducted in compliance with applicable laws, regulations, and guidelines.
• Proactively identifies and formulates strategy for areas of continuous process improvement and automation.
• Serves as Licensing representative on cross-functional, intra-agency project teams.
• Serves as subject-matter-expert and as primary Licensing representative for development of retail gaming system requirements & testing of system functionality.
• Maintains current information and documents on Lottery website and internal webpage.
• Completes surveys and responds to requests for information regarding Licensing and accessibility-related matters.
• Maintains Continuity of Operations Plans for assigned areas of responsibility.
• Performs/coordinates all human resources functions for subordinate staff, including developing and/or revising position descriptions; the performance planning and evaluation process; administration of discipline; hiring actions; and leave authorizations.
• Continually evaluates operational results, work products, and resource allocation, and makes adjustments (as necessary) to ensure effective accomplishment of agency’s goals/objectives.
• Conducts periodic staff meetings and field visits to each Retailer Compliance Representative.

Minimum Qualifications

• Bachelor’s degree in business administration or related field.
• Minimum 5 years experience in progressively responsible business-related positions.
• Minimum 3 years supervisory/management experience.
• Proficiency in Microsoft Office, Word, and Excel.
• Excellent communication (oral and written) skills.
• Ability to maintain strict confidentiality of sensitive material.
• Working knowledge of Americans with Disabilities Act compliance measurements.
• Knowledge of credit reporting methods and pertinent tax reporting requirements.
• Strong personnel and project management skills.
• Expertise in reading, interpreting, and applying complex laws and regulations.
• Proven ability to develop policies & procedures.
• Ability to think analytically in order to resolve problems and discrepancies, and to make sound decisions.
• Must be able to work with minimum supervision, as a productive team member, and to handle multiple tasks with frequent interruptions concurrently.
• High degree of Customer Service skills, and demonstrated ability to deal with difficult people.
