Job Duties

The Human Resource Business Partner provides support to the Customer Service Management Administration (CSMA) and Law Enforcement districts across various HR functions and serves as the primary liaison between management, employees, and the HR department, providing comprehensive support across all aspects of human resources.

Key responsibilities include:
• Serves as the first point of contact for supervisors and managers addressing employee performance issues, workplace conflicts, and civility concerns, while coaching on conflict resolution and documentation practices.
• Oversee performance management processes, particularly below-contributor evaluations and re-evaluation plans, ensuring compliance with DHRM policies and coordinating with Senior ER/EEO Specialists on escalated matters.
• Serves as the initial contact for ADA accommodation requests.
• Partners with hiring managers and Talent Acquisition on recruitment activities.
• Partners with Compensation for pay setting requests and position management.
• Manages comprehensive onboarding and separation processes.
• Supports career development through review and submission of salary adjustment requests and competency assessment programs.

This role requires strong knowledge of HR and employment law, excellent interpersonal skills, and the ability to maintain confidentiality while ensuring legal and regulatory compliance throughout all employee lifecycle activities.

This is one position providing HR Business Partner services to the Western Region which includes the Bristol and Roanoke District. The position will located in the Wytheville or Danville Office.

Minimum Qualifications

• Demonstrated knowledge of federal and state HR employment laws, regulations, and policies.
• Knowledge of principles and practices of HR program administration with expertise in employee relations and performance management.
• Strong organizational and time-management skills.
• Skill in providing good customer service and providing guidance and direction to employees and managers.
• Ability to make decisions independently in accordance with applicable federal and state laws, regulations, and policies.
• Ability to communicate effectively verbally and in writing with diverse audiences.
• Ability to identify issues, develop solutions, and make effective recommendations.
• Ability to handle sensitive information with the utmost discretion and strict confidentiality, ensuring legal and regulatory compliance.
• Proficiency in Microsoft Office Suite.

Additional Considerations

• Experience as an HR professional in a Commonwealth of Virginia agency.
