Job Duties

Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia's K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.

The Virginia Lottery, an independent state agency, is currently seeking a Responsible Gambling Program Manager - to join its Gaming Compliance Department.

This position will be overall focused on ensuring that all gambling activities are conducted in a safe, fair, and compliant manner, while protecting players from harm and promoting ethical standards. Responsible for the management, development, implementation and evaluation of best practices regarding responsible gaming, problem gambling prevention. The role focuses on ensuring that gaming operations comply with laws, regulations, and ethical standards designed to protect players from harm, prevent problem gambling, and maintain industry integrity. Manage the administration of Virginia’s voluntary exclusion program and the administration of gaming compliance mandatory exclusion program.
Additional duties:
• Responsible for establishing the framework and regulatory oversight to ensure gaming practices prioritize player protection, responsible play, and ethical practices are met by legal gaming under gaming compliance purview.
• Create, update, and enforce responsible gaming policies, ensuring they meet all regulatory standards
• Collaborate with gaming operators, organizations, and partners focused on helping to prevent and treat gaming addiction (i.e., National Council on Problem Gambling, Virginia Council on Problem Gambling, Department of Behavioral Health).
• Review, improve, and stay abreast of evolving gambling landscapes. Make recommendations on new technologies and best practices to incorporate into the RG program.
• Conduct risk assessments, identify compliance gaps, and implement measures to mitigate RG-related risks
• Responsible for administering the Virginia voluntary exclusion program for ensuring data integrity, timeliness of processing enrollment, and casinos, sports betting, and gaming partners are complying with the requirements.
• Responsible for administering gaming compliance’s mandatory exclusion program for ensuring data integrity, timeliness of processing enrollment, and casinos, sports betting, and gaming partners are complying with the requirements.
• Promote responsible gaming practices by developing and implementing RG materials.
• Draft and issue official violation notices to VEPs, coordinate and work with legal and compliance teams and track funds forfeited from violators to be deposited into the Problem Gambling and Treatment support fund.
• Provides timely notification to all interested parties (e.g. casinos, sports betting operators, other gaming verticals as required) regarding additions and deletions of excluded patrons.
• Works closely with all licensees and permit holders to ensure banned patrons are not provided access.
• Respond to audits, regulatory inquiries, and certification requirements; participate in external RG training programs
• Develop and deliver training materials for staff and at-risk patrons; run public education campaigns
• Serves as the subject matter expert for responsible gaming related inquiries.
• Works with and provides training to the appropriate judicial systems to ensure appropriate action is taken for exclusion violations.
• Responds to FOIA and subpoena requests for records and documentation.
• As requested, provide support for documentation of sanctions and violations to General Counsel, Investigations, and Compliance Directors.
• Testifies at hearings and recommends appropriate action.
• Works with the legislative bodies on responsible gaming initiatives.
• Build partnerships: Participates with community partners such as SVPGC (Southern VA Problem Gambling Collaborative) to promote responsible gaming practices and expand awareness of the VEP program and RG materials produced by the Department
• Review and provide input on RG plans drafted by sports betting and casino operators in developing community awareness of problem gambling.
• Participates in collaborative public awareness campaigns for holiday periods and problem gambling awareness month.
• Collaborates with appropriate state agencies and organizations such as the National Council on Problem Gambling, Virgina Council on Problem Gambling and Department of Behavioral Health and Services to raise awareness about responsible gambling
• Participates and presents at Problem Gambling conferences.
• Assists sports betting operators, casinos and other gaming verticals in the development and review of a Responsible Gaming strategic plan that includes policies, programs and procedures to address problem gambling.
• Assists the Department in the development of policies and procedures to address problem gambling.
• Prepares training for the Department staff on problem gambling.
• Prepare status reports and compiles statistical information as requested by the Leadership Team or Lottery board.



Minimum Qualifications

Additional Considerations

Bachelor’s Degree from an accredited 4-year college or university with a major in public health or related field is preferred. Minimum of three years of experience in the administration of a responsible gambling program.
