The DGS Office of Fiscal Services is looking for an experienced Accountant. This position will perform financial data analysis for compliance with State and Federal requirements to include forecasting/projecting, monitoring general ledger activity and budgets, preparing journal entries, performing reconciliations, and preparing varying financial statements/reports including preparation of year end reports for Department of Accounts (DOA) to be included in the Annual Comprehensive Financial Report (ACFR). This position significantly impacts on the success, integrity and financial accountability of the Department of General Services and all Divisions it serves.

Job duties include, but are not limited to: 

  • Conduct reconciliations of general, internal service, enterprise, special revenue and/or grant funds for assigned DGS business unit.
  • Prepare monthly financial statements for assigned DGS business unit(s).
  • Prepare year-end financial statements, Workpapers, Schedules, Attachments and footnotes for preparation of the ACFR.
  • Analyze GL data for anomalies, available cash, available appropriation, projecting spending trend and providing a report of any matters of concern to Management.
  • Ensure all capitalizable assets are recorded into Fixed Asset & Accounting Controls (FAACS), including intangible assets (software) and acquisition/disposal of assets.
  • Ensure the Potential Fixed Asset Query is run at a minimum of monthly, and identify and research any expenditures that meet the capitalization threshold.
  • Respond to questions and inquiries from Customers, Vendors, Division Personnel, Managers and Co-Workers in a timely and professional manner.

Minimum Requirements

  • Knowledge of complex financial structures, revenue, and cash resources.
  • Extensive experience with general accounting and the full-scope of daily fiscal operations, including experience performing monthly and year-end closing, journal entries, and financial reporting.
  • Experience and ability to apply governmental accounting standards including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Experience utilizing financial management tools and/or automated financial systems.
  • Ability to research, analyze, and evaluate complex financial data and accounting transactions, and financial reporting in a governmental environment.
  • Strong ability to effectively reason in the abstract, conduct complete and thorough analysis, analyze and interpret data for accuracy, determine the impact of actions or plan, and make effective recommendations to resolve complex issues.
  • Exceptionally strong working knowledge of automated spreadsheet applications to include manipulating large amounts of data with pivot tables, macros and other functions.
  • Demonstrated ability to independently establish, develop, maintain and improve desk procedures, financial processes and internal controls.
  • Ability to provide a high level of customer service and establish and maintain effective interdepartmental communications and relationships.
  • Strong interpersonal skills, including the ability to work effectively with agency management, employees, state agencies, auditors and other individuals.
  • Ability to work independently as well as part of a team.
  • Ability to prioritize and organize work effectively to meet deadlines and be detailed oriented.
  • Good oral and written communication skills.

Additional Considerations 

  • Certified Public Accountant (CPA) certification.
  • Experience with Commonwealth of Virginia accounting and fiscal policies and procedures.
  • Experience utilizing the Commonwealth of Virginia accounting system (CARS/Cardinal).
  • Experience utilizing the Commonwealth of Virginia Fixed Assets & Accounting System (FAACS).
  • Experience with fixed asset accounting.
  • Experience with grant accounting.
