Job Duties
The Department of Rail and Public Transportation (DRPT) plans, establishes, maintains, improves and promotes public transportation services, rail passenger and freight transportation systems, and transportation demand management strategies that provide mobility and transportation choices for the people of the Commonwealth. Our office locations include Richmond, Virginia and Alexandria, Virginia.
This position serves as a senior advisor to the Chief Financial Officer (CFO) by independently driving agencywide financial strategy, cross divisional initiatives, and strategic financial review and quality assurance oversight. The Senior Director plays a key role in strengthening financial operations and informing executive decision making. The role provides oversight and support for projects across Fiscal, Budget Operations and Financial Planning, Financial Programming and Grants Management, and Audit and Compliance. The incumbent advises and represents the CFO as needed, serves as a liaison, and provides consultation and support to directors, managers, and staff within the Finance Division and across the agency.
This position reports to the Chief Financial Officer and may work out of either the Richmond, Virginia or Alexandria, Virginia office locations. The hiring range maximum is assigned to the Alexandria, Virginia office location and will be reduced by approximately 15% if the candidate of choice is assigned to the Richmond, Virginia office location.
The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing state employees will be eligible to negotiate leave bonuses upon hire.
The candidate of choice will be expected to complete a Statement of Economic Interest form upon hire.
Minimum Qualifications
• Expert knowledge of public sector financial management, including budgeting, forecasting, accounting principles, and financial policy development
• Strong understanding of state and federal financial regulations, grant management requirements, and auditing standards
• Ability to manage complex financial data systems utilizing new software technologies and advance innovative systems and processes to drive efficiencies and deepen financial oversight
• Demonstrated ability to independently own and drive high-priority strategic and operational initiatives on behalf of the CFO, leading workstreams from problem definition to execution
• Strong interpersonal and relationship building skills, with the ability to work collaboratively across divisions and with external entities
• Skill in strategic thinking, problem solving, and facilitating informed decision making
• Lead cross divisional initiatives and drive financial strategy in alignment with agency priorities
• Ability to provide objective, high quality oversight and quality assurance of director level work products
• Ability to assess financial risks, identify performance gaps, and recommend improvements to financial operations and processes
• Ability to work with confidential information and represent CFO with credibility and maturity
Additional Considerations
• Demonstrated success operating with senior executive leadership and leading complex initiatives with high degree of autonomy
• Comfortable identifying and driving new processes and financial data management approaches
• Record of succeeding in dynamic environments that require range, adaptability, strong judgement, and process improvement across diverse issues
• Experience in transportation finance is preferred
