Job Duties

To support the mission and goals of the Department by purchasing and providing quality goods and services at competitive prices, and providing responsive and responsible procurement, Pcard, and surplus property support to the Department in accordance with all applicable policies and procedures.

To procure quality goods and services and provide procurement guidance for all DOC end- users. Provide guidance and training to end-users on purchasing processes and procedures. Negotiates and manages complex, high dollar contracts.

Minimum Qualifications

Considerable knowledge of and experience with governmental procurement principles, practices, and methods of procurement for various Information Technology. Comprehensive technical skills and knowledge of Information Technology. Comprehensive knowledge of all VITA services and agency initiatives to support customer requirements. Demonstrated experience with complex requirements and technology-related procurements, service contracts, business writing, and fiscal procedures. Extensive experience with public procurement, contracting laws and state regulations. Demonstrated ability to apply research techniques for obtaining complex/technical goods and services.

Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Additional Considerations

Additional requirements that would be helpful for the employee to possess on the first day of work.
Prefer successful completion of VCO, CPPB, or other equivalent procurement certification. Prefer working knowledge of the Agency Procurement and Surplus Property Manual (APSPM), VITA purchasing procedures, and the Virginia Public Procurement Act (VPPA). Prefer eVA experience.
