DGS has an exciting opportunity for a qualified professional ready to take the next step in their career as the Chief Financial Officer. We seek a motivated self-starter with extensive experience in planning, organizing and managing all agency financial operations, to include managing and reporting accurate financial data for planning, decision making and evaluation of program results, compliance, and resource forecasting.
The CFO will use their expertise in accounting, payroll, accounts payable, accounts receivable, analysis, process re-engineering, and compliance in accordance with generally accepted accounting principles (GAAP). As a member of the agency Executive Team, the CFO will provide leadership, coaching, and direction to finance employees supporting these functions as well as General Ledger, Grant Management, Maintenance Reserve and Capital Outlay functions. The CFO will develop, implement and monitor policies and procedures to ensure proper accounting and accurate financial reporting. Furthermore, with detailed knowledge of internal control management, the CFO will maintain system controls and develop procedures to improve operations. This position will interpret and implement policies and procedures in accordance with state and federal guidelines and directives; and coordinate responses to audit requests. Additionally, the CFO will ensure timely and accurate preparation and reconciliation of monthly, quarterly, and annual financial reports, and monitor the annual budget process to ensure a financial plan and performance consistent with agency goals and objectives. The CFO also serves as primary liaison with the Department of Planning and Budgeting (DPB), Department of Treasury (TRS), and the Department of Accounts (DOA).

Minimum Qualifications
- Extensive and progressive financial management experience, budgeting, accounting, auditing, planning and policy development.
- Experience with both accrual and cash basis accounting, including knowledge of complex financial structures, revenue and cash resources.
- Experience preparing financial statements, attachments, and schedules, including the ability to oversee financial statement development, preparation, and analysis.
- Experience with monthly and year-end closing processes.
- Experience managing professional staff and performance evaluations, including the ability to plan, staff, direct and coordinate accounting and financial reporting functions such as internal controls and cash receipting.
- Knowledge of federal and state laws and regulations and trends in government and public finance, including GAAP and GASB.
- Knowledge of state government legislative and budget process.
- Knowledge of payroll management and related federal and state laws.
- Knowledge of capital outlay process.
- Knowledge of principles and practices of internal auditing.
- Ability to manage state general and non-general fund revenue, appropriation and expenditure issues and requirements for local, private and federal grants management.
- Ability to oversee financial computer system operations, implementation and maintenance.
- Ability to analyze and interpret financial data and make sound recommendations.
- Ability to communicate effectively orally and in writing with all levels of management and with central state agencies, including the ability to explain complex and diverse financial data.
Additional Considerations
- Certified Public Accountant certification.
- Cardinal Financials experience.
- Extensive knowledge and experience of Virginia state financial operations and policies.
- Experience with analysis, forecasting, reporting, and compliance assurance with state and federal guidelines and regulations in a governmental environment.
- Experience managing general and non-general fund revenue, appropriation and expenditure issues and requirements for grant management.
