The Department of Accounts (DOA) is seeking a qualified state employee to serve as the primary agency contact for FOIA requests, and also to support the Human Resources department.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
The FOIA / Human Resource Analyst provides support to both the Finance and Administration unit (in the area of FOIA requests) and to the Human Resources department. This position will be the Agency’s primary contact for all FOIA requests. Responsibilities related to FOIA requests include: receiving and logging FOIA requests, researching and coordinating with DOA units internally to gather requested data, ensuring data provided is appropriately redacted, developing responses for agency and OAG approval, and responding to the requesters within statutory deadlines and providing cost estimates.
This position will also support the agency HR department with the administration of state human resource benefits and services for the agency staff. This position supports the accurate and timely processing of personnel transactions and required paperwork within associated HR, payroll, and benefits systems and serves as an additional HR liaison with the Payroll Service Bureau, facilitating communication and uploads within the PSB customer portal. Supports the recruitment process by scheduling interviews and coordinating details, communicating with candidates, completing reference checks, ensuring required pre-employment steps are completed timely, and serving as a liaison for incoming staff once job offers are selected. This position also assists with keying personnel transactions within the Cardinal HCM system. This position supports the creation and maintenance of personnel, separation, benefits, and recruitment files and ensures the accuracy, confidentiality, and integrity of personnel records, ensuring compliance with state and agency requirements. This role supports leave and absence management for staff, including documentation pertaining to VSDP, FML, and parental leave. This position also supports the administration of employee benefits programs, including health insurance, flexible spending accounts, retirement plans, life insurance, posting and distribution of required notices, and other applicable benefits. The position assists with new hire and benefits orientations, and oversees onboarding and offboarding of staff. This position also serves as a backup coordinator for agency staff parking and ID badges. Additional responsibilities include supporting the SR HR Analyst and Director of Human Resources, coordinating details for employee recognition events, and serving as an additional resource to agency staff to answer HR, policy, and benefits questions. Performs other HR duties as assigned by the Director of Human Resources.
Minimum Qualifications
Knowledge of applicable human resources laws and regulations. Experience with personnel file management and utilizing an HRIS system. Ability to provide excellent customer service to diverse customers; apply policies to staff inquiries, work independently and as part of a team; interpret and apply policies and regulations; problem solve; present training; maintain confidentiality; conduct and apply research; consistently meet deadlines; and analyze data. Experience handling confidential information.
Strong oral and verbal communication skills. Proficiency with Microsoft Office (Word and Excel). Strong organizational skills, ability to consistently perform accurate data entry and form completion; and display strong prioritization and time management skills.
Experience with state FOIA processes preferred. Current FOIA training or the ability to complete recommended FOIA training for state agencies. Experience with state HR policies and procedures preferred.
Additional Considerations
Education or professional experience in human resources or a related field. Experience keying HR transactions in an HRIS; experience with administrative tasks associated with of HR, payroll, and/or benefits administration. Experience with state FOIA processes preferred. Experience with state-specific HR polices, procedures, forms, and transactions preferred. Experience working Cardinal (Oracle PeopleSoft) HCM and/or Cardinal FIN preferred.
May be required to perform additional duties as assigned. May be required to assist in the event of an emergency. There may be occasional needs to work outside of normal scheduled hours to meet department demands or deadlines.
