Job Duties
This position leads and coordinates the Operational Support Branch, ensuring the overall readiness and efficient functioning of the Incident Management Team programs, and branch staff. This position demands a skilled diplomat who cultivates and maintains strong partnerships across local, state, and federal agencies. The ideal candidate demonstrates strong interpersonal and team-building skills, combined with experience managing emergency operations in diverse environments to include field operations, within an ICS structure and the VEOC. This role oversees deployable teams, field training activities and serves as the primary point of contact for the Operational Support Branch, driving collaboration and operational excellence under high-pressure conditions.
All VDEM employees are designated as essential personnel and may be required to work during emergencies, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Considerable knowledge of emergency management principles and operations, ICS/NIMS, Incident Management Teams (IMTs), Emergency Operations Center (EOC) operations, and state coordination structures.
- Ability to develop, maintain, and coordinate deployable emergency teams.
- Knowledge of strategic planning, performance evaluation, and continuous improvement principles.
- Strong leadership and supervisory skills.
- Strong experience developing and maintaining productive relationships with local, state, federal, nongovernmental, and other emergency management partners.
- Strong decision-making and problem-solving skills in high-pressure operational environments.
- Strong organizational skills by maintaining program and team readiness.
- Ability to manage programs and operational capabilities that support organizational priorities.
- Ability to coordinate personnel and operational resources in support of planned events, emerging incidents, EOC activations, and complex emergency operations.
- Ability to develop and deliver effective emergency management, ICS/NIMS, incident management, and operational readiness training.
Additional Considerations
- Operational experience and/or disaster response management experience.
- Credential in a Command or General Staff position at a Type 3 level.
