Job Duties

The Virginia Department of Veteran Services is seeking a mission-driven Research and Evaluation Analyst to transform complex datasets into actionable insights that support strategic decision-making across veteran services, policy development, and outreach initiatives. This role blends statistical modeling, machine learning, and data visualization to uncover trends, assess program impact, and inform equitable resource allocation. This position plays a critical role in supporting data-informed decision-making by conducting research, program evaluations, and policy analysis to improve service delivery and outcomes for the agency.

Minimum Qualifications

• Experience in research and design methods, including collecting data, analyzing results, planning, developing or conducting surveys, and managing new results.
• Experience in data modeling to include design and implementation models, analyzing veteran demographics, service utilization, and economic impact.
• Experience conducting predictive analytics, including the development of algorithms in support of outreach targeting, policy forecasting, and risk assessment.
• Experience creating reports and presentations for agency use including the ability to translate findings into accessible reports, dashboards, and visual briefs.
• Ability to coordinate with agency program leaders, external stakeholders, and federal and state agency officials to collect and analyze data.
• Ability to pivot based on methodology modifications, evaluation design, or data collection tools based on policy changes or shifts in tasks priorities.
