Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Grants and Reports Manager to provide data collection, analysis, reporting, and grants management services for the Department of Grant Administration in order to ensure required reports are developed in accordance with required guidelines and funds are used for purposes cited in federal and state legislation, rules, and regulations.

The Department of Grant Administration is responsible for ensuring compliance with state regulations related to educator licensure, teacher preparation programs, and professional practices. In addition, this Department manages the recruitment, retention, and recognition of educators.

The Grants and Reports Manager would be responsible for the following duties:

  • Establish and manage the work flow process for all grants administered in the Department of Teacher Education and Licensure, ensuring impeccable timeliness and accuracy of all relevant data fields.
  • Develop, maintain, and ensure proper grants management procedures are in place and consistently followed, including but not limited to due diligence procedures, grant reporting, award letters, grant agreements, and procedures to ensure availability of funds.
  • Identify and manage data for internal and external reporting and ensures appropriate team member has the information needed for data analysis and Department reports.
  • Manage and maintain grant files to ensure all grant-related correspondence, guidelines, and requirements are documented in the database, as well as in other files.
  • Make maximum use of technology and information systems to provide accurate and automated fund information, process grant requests, and design/implement grantmaking workflow procedures.
  • Assume leadership role in collaborating among multiple offices and divisions as required for grant applications, data collection, and reporting.
  • Monitor new legislation and USED reports and grant documents that have impact on grant management and reporting.
  • Serve as primary contact for grant inquiries; provide information and technical assistance to school divisions and grant seekers.
  • Deliver services and projects/assignments professionally, effectively, timely and accurately

Minimum Qualifications

  • Considerable knowledge of independently managing high volumes of complex work involving regulations, grant guidelines, and accounting principles.
  • Considerable knowledge of office procedures and practices.
  • Working knowledge of English grammar and usage.
  • Knowledge of state agency procedures preferred.
  • Considerable knowledge of basic computer applications with advanced skills in Word, specifically MS Access and Excel, software and high proficiency in typing/keyboarding.
  • Ability to manage and prioritize large volumes of work so as to complete work within established guidelines
  • Ability to interpret, analyze and explain complex procedures, guidelines, and regulations and prepare and explain comprehensive evaluations of financial grant reports.
  • Ability to work independently as well as with other team members.
  • Demonstrated written, verbal, interpersonal communication with a variety of audiences
  • Demonstrated ability to keep abreast of changing regulations and adapt procedures and processes as required.

Additional Considerations

  • Experience determining funding source compliance, analyzing, reconciling, evaluating, and monitoring budget/financial transactions
  • Experience in office environments is preferred including a broad range and variety of program support, managing large volumes of work independently; answering telephone calls and meeting established timelines.
  • Undergraduate degree in business or education or an equivalent combination of education and experience.
