Job Duties
Financial Operations Management
- Oversee daily accounting operations including Accounts Payable, Accounts Receivable, General Ledger Accounting, and Grant Accounting.
- Prepare, review, and enter journal entries for month end and year‑end close.
- Prepare and submit required reconciliations in accordance with the Virginia Department of Accounts.
- Manage the Agency’s 1099 process and ensure annual compliance.
- Maintain accurate financial records for fixed assets, leases, and subscription‑based technology agreements.
Compliance & Policy Adherence
- Ensure adherence to Commonwealth accounting policies, travel regulations, and internal control standards.
- Manage fiscal records in alignment with the Library of Virginia Records Management Policy.
- Maintain confidentiality, ethical financial practices, and compliance with applicable regulations.
Leadership & Supervision
- Supervise, mentor, train, and evaluate accounting staff.
- Provide coaching, guidance, and performance feedback to support staff development.
- Promote a positive, collaborative, and accountable work environment.
Customer Service & Stakeholder Support
- Respond to inquiries from internal departments, external partners, and vendors.
- Provide clear and timely financial information, guidance, and support.
- Serve as a subject matter resource on accounting processes and policies.
Process Improvement & Special Projects
- Lead or participate in special projects, financial research, and process improvement initiatives.
- Recommend enhancements to accounting procedures, workflows, and internal controls.
- Support implementation of new financial processes, tools, and technologies.
Other duties as assigned
- Follow workplace safety regulations and adhere to applicable standards, processes, and programs established for your position.
- Report unsafe work conditions to your supervisor.
- Immediately report work-related incidents to your supervisor and participate in accident investigation requests.
Minimum Qualifications
- Government fiscal practices and internal controls.
- General accounting principles (GAAP), reconciliation processes, and reporting standards.
- Commonwealth Accounting Policies and Procedures (CAPP Manual).
- Travel regulations and fixed asset accounting.
- Records management and retention policies.
- Competency with a financial management system.
- Proficiency in Microsoft Office Suite.
- Strong analytical, quantitative, and problem solving‑ skills.
- Effective interpersonal, written, and verbal communication.
- Time management and ability to meet deadlines.
- Interpret and apply policies, regulations, and accounting standards.
- Maintain confidentiality and professionalism.
- Work independently and exercise sound judgment.
- Build effective relationships with internal/external stakeholders.
- Lead teams and support continuous improvement initiatives.
Required Education and Experience
- Bachelor’s degree in accounting, finance, business administration, or equivalent combination of training and experience.
- Minimum of five (5) years of progressive accounting experience.
- Minimum of two (2) years in a supervisory or lead role.
- Demonstrated experience with a financial management system.
- Experience completing or managing the 1099 process.
- Experience working in government fiscal operations or another regulated environment.
Additional Considerations
Preferred Education and Experience
- Experience with procurement practices and eVA, Virginia’s Marketplace.
- Experience with Cardinal Financials.
- Experience in a Virginia state agency or other government financial environment.
- Experience with fixed assets, grants, or subscription based‑ technology accounting.
- Professional certification such as CPA, CGFM, or related credential.
- Advanced coursework or training in governmental accounting or public administration.
