Job Duties

The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Procurement Specialist with the Legal and Legislative Services (LLS) Team.

The Procurement Analyst supports VITA’s internal and enterprise procurement operations by processing small purchases, coordinating vendor sourcing, and ensuring compliance with the APSPM, VPPA, BUY IT, and all applicable VITA purchasing policies.

This position is responsible for processing orders, maintaining documentation in eVA, preparing procurement files, and creating purchase requisitions. The analyst builds and maintains strong internal and external customer relationships, ensures proper budget coding in coordination with the Budget Office, and performs receiving for accounting and accounts payable processing.

The role also supports the agency’s SWaM program by reviewing and reporting SWaM spend, verifying SWaM participation in purchasing activities, and assisting with initiatives to expand the use of small, women owned, and minority owned businesses.

Additional responsibilities include maintaining accurate procurement and contract records, supporting file management and retention schedules, assisting with training and guidance for employees on procurement procedures, and helping update internal policies and forms as part of continuous improvement efforts.

The analyst will process purchases under $10,000 using the SPCC, ensure timely submission of SPCC logs, enter data for

Online Reconciliation (OLR) in Works and obtain required approvals. Other duties may be assigned as needed.

Minimum Qualifications

Knowledge of procurement methodologies.

Knowledge of Virginia procurement laws and procedures.

Experience using eVA and Commonwealth purchasing processes.

Knowledge of SPCC policies, requisitions, and OLR in Works.

Experience with advanced features in Word, Excel, and PowerPoint.

Experience with software applications for purchasing and reporting.

Experience working with internal/external stakeholders.

Experience interpretation and application of federal, state laws/regulations in regard to procurement.
