The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.

This position is critical to the agency and the Division of Finance’s General Accounting Section with major functionality in the Accounts Payable (AP) Unit. The AP Unit is responsible for the daily audit, review and processing of all Vendor Payments, Inter-Agency Vouchers (IAT), Petty Cash Vouchers, X-Batches and Revenue Refunds submitted to ensure compliance with Agency policies and procedures and Commonwealth Accounting Policies and Procedures Manual (CAPP). The Accountant Senior ensures the continuous timely flow of invoice and travel processing, providing continuous service to eliminate the bottle necking of invoice and travel processing. The position must adhere to GAAP, State and Federal policies and procedures.

The duties include independent oversight of the Disbursement Authorization Process, performing financial analysis while analyzing, compiling, and performing data management of signature changes for accurate payment approver, account code and communicating with a diverse population from executive management to staff. The position is responsible for auditing agency 765 travel vouchers, invoices and ATAs and creating administrative accounting transactions in Cardinal for the Office of Children Services, Agency 200, to include auditing and keying travel vouchers, invoices and ATAs, ensuring accuracy in coding, policy interpretation of travel/expenditures regulations and compliance to established internal controls. The Accountant Senior performs daily FAAS payment interface run, analyzing accounting entries that were created to determine accuracy of system processing, balance of funds and payment document agrees with working papers prior to submission to the Department of Accounts (DOA) in accordance with the Commonwealth Accounting Policies and Procedures Manual (CAPP). The position independently processes transactions to create monthly LASER invoices, interfaces into the agency’s internal system (FAAS), while resolving all system coding problems, and maintains Accounts Payable voucher log to include the entire scope of tracking financial transactions. The Accountant Senior provides direct support to the AP and General Accounting Managers and Controller in producing mandated reports and analyses.

Minimum Qualifications

• Demonstrated ability to apply Generally Accepted Accounting Principles.
• Demonstrated ability to analyze documents and apply federal, state, and internal policies, while determining and reporting outcomes.
• Extensive knowledge of Accounts Payable policies and procedures working in an automated work environment, meeting deadlines, prompt pay compliance
• Experienced in Accounts Payable/travel processing and with financial applications.
• Experience in auditing.
• Demonstrated working knowledge of fund accounting, including governmental State fund accounting
• Demonstrated ability to apply basic accounting theory and principles.
• Experience with Microsoft Office applications, specifically Excel and Word.
• Experience with automated accounting/financial systems.
• Analytical skills researching, reconciling, and evaluating accounting documents and converting financial data into complex spreadsheets.
• Demonstrated ability to train individuals and/or groups of people.
• Excellent customer service skills include assisting customers and resolving problems in a fast-paced environment.
• Ability to communicate effectively and professionally, orally, and in writing with a wiith a diverse group of people.
• Ability to work independently and as a team.
• Ability to organize, plan and manage multiple tasks, prioritize workload and work under tight deadlines.

Additional Considerations

• Experience in Oracle Financials, PeopleSoft, or Cardinal.
• Experience working in an accounting and/or financial setting/environment.
