Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Grants Manager to support the planning, implementation, and oversight of federal and state grant programs through detailed financial analysis, data management, and regulatory compliance.

This position plays a key role in monitoring grant budgets, preparing financial and programmatic reports, and ensuring adherence to applicable federal regulations and will work collaboratively with state program staff and executive leadership to promote effective stewardship of grant funds.

The Grants Manager will be responsible for the following duties:

  • Coordinate the process of developing and posting federal funding applications and other documents for all grant programs within the Office of Grants Administration.
  • Monitor federal grant awards throughout the full grant lifecycle, including pre‑award, post‑award, and closeout activities.
  • Ensure compliance with federal regulations, including 2 CFR Part 200 (Uniform Guidance) and 34 CFR Parts 75, 76, 77, & 81 (EDGAR), agency‑specific requirements, and state policies.
  • Track grant set aside expenditures against approved budgets; identify variances and recommend corrective actions.
  • Collaborate with the Offices of Budget and Finance to release grant allocations, draft budgets, and complete other related tasks.
  • Collect, analyze, and interpret financial and programmatic data to support decision‑making.
  • Develop clear visualizations, dashboards, and data summaries to communicate trends, risks, and performance metrics.
  • Provides technical assistance internally and externally regarding the use of Online Management of Educational Grant Awards (OMEGA) and SharePoint, financial reporting, and completion of federal grants reports.

Minimum Qualifications

  • Demonstrated ability to manage and prioritize large volumes of work so as to complete work within established guidelines
  • Demonstrated ability to interpret, analyze and explain complex procedures, guidelines, and regulations and prepare and explain comprehensive evaluations of financial grant reports.
  • Demonstrated ability to keep abreast of changing regulations and adapt procedures and processes as required.
  • Demonstrated experience in grant management, financial analysis, or a related function
  • Knowledge of federal grants regulations, particularly Uniform Guidance or EDGAR
  • Proficiency in data analysis and visualization tools (e.g., Excel, Power BI)
  • Demonstrated ability to create clear, accurate financial reports and data dashboards

Additional Considerations

  • Bachelor’s degree in public administration, finance, accounting, business, data analytics, education, or a related field
  • Experience working with state or federal agencies
  • Familiarity with grant management systems (e.g., Grants.gov, G5, OMEGA)
  • Advanced skills in data analytics or financial modeling
