The General Accounting division in the Department of Accounts (DOA) is seeking a qualified individual for an Accounting Analyst position. This position will be more focused on special accounting projects instead of routine operations.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
This position will be more focused on special projects instead of routine operations. Performs fiscal year-end close activities and participates in process improvements and special projects for the General Accounting Operations unit. Prepares annual updates to the Fiscal Year-End Closing Procedures memorandum and the Department of Accounts Internal Action Plan (IAP). Analyzes and monitors year‐end schedules to ensure the completion of year‐end responsibilities. Assists with updates to the Cardinal Message Board. Prepares updates to various Memorandums of Understanding with other state agencies as needed for fiscal year-end. Analyzes exception requests from Business Units. Updates and revises existing CAPP Topics and assists in the development of new CAPP Topics. Reviews desk procedures to ensure steps are accurate and complete and updates desk procedures as needed. Performs ARMICS tasks including sample selection, assessments, documenting work papers, making recommendations, and suggesting process improvements, and monitoring corrective action plans. Reviews and tracks legislation, including the Budget Bill, to determine any impact to DOA and completes special projects.
Minimum Qualifications
• Financial management
• Applying Generally Accepted Accounting Principles (GAAP)
• Testing internal controls
• Project management and process improvements
• Understanding, developing, and applying policies and procedures
• Knowledge of Microsoft Office (i.e. Word, Excel, and Access)
• Strong organizational, analytical and oral and written communication skills
• Demonstrated ability to perform complex analysis of a variety of financial data, research and resolve financial issues, and prepare written documentation to support findings
• Collaborate effectively with management, staff, and agency personnel
• Communicate effectively with internal and external staff
• Conduct business with integrity and respect
• Collect, maintain, and secure sensitive data
Additional Considerations
Preferred experience:
• Strong working knowledge of automated financial accounting systems such as Cardinal, Oracle, or PeopleSoft Financial applications.
• Recent experience in governmental accounting.
• Demonstrated experience with the CAPP Manual.
• Experience in performing month end close or year end close activities.
• Knowledge of or experience with reviewing and tracking legislation.
Special Instructions
This position has a hybrid work schedule with three days per week working in the office in downtown Richmond, VA.
May be required to perform additional duties as assigned. May be required to assist in the event of an emergency. There may be occasional needs to work outside of normal scheduled hours to meet department demands or deadlines.
