Job Duties
The HR Analyst independently performs a variety of human resources functions in support of a district, providing guidance, consultation and analytical support in areas such as employee relations, recruitment, compensation, benefits, and transactions. The position interprets and applies HR policies, procedures, and regulations while conducting analyses of data, trends, and job information to inform decisions and recommendations. Responsibilities include performing actions related to recruitment, selection, pay determination, documentation, benefits administration, FLSA compliance, job classification, performance management, and the preparation and submission of personnel transactions for supervisory or managerial review. Additional duties include support in responding to FOIA inquiries, providing outplacement assistance to staff, and recommending and implementing process improvements. The HR Analyst assists in developing and maintaining position descriptions and EPPs, performance actions, and grievance processes; supports district training plans and needs assessments; and conducts HR related training and orientation using pre-established materials. The position may also support on-boarding processes for contractors and serve as a liaison between contract agencies and contractors to ensure smooth transitions. Sound judgment, confidentiality, and professionalism are essential, with supervisory guidance sought for complex or non-routine matters. This position may supervise HR support staff as designated.
Minimum Qualifications
• Working knowledge of human resource programs, regulations and guidelines;
• Working knowledge and demonstrated experience working with recruitment and selection techniques and strategies, and classification and compensation practices
• Knowledge and experience working with benefits and the processing of personnel transactions
• Experience interpreting and applying applicable policies and procedures
• Experience preparing, processing, tracking and filing a large volume of employment and position transactions
• Demonstrated knowledge managing competing priorities and meet deadlines.
Additional Considerations
• Knowledge of state benefit and recruitment systems (Cardinal & PageUp)
• Working knowledge of DHRM Human Resource policies & procedures
• Experience/training in Human Resources, Business or related fields.
