Job Duties

The Virginia Department of Education (VDOE) is recruiting for a Program Monitoring Specialist to provide vision and leadership for implementation of a robust monitoring and evaluation system that leads to high-quality, compliant adult education programs, policies, and practices and supports the Director to coordinate Specialists across all areas.

The Program Monitoring Specialist will be expected to perform the following duties:

• Maintain in-depth knowledge of adult education title II of the Workforce Innovation and Opportunity Act statute, regulations, and guidance.
  
• Design and implement an effective system and instruments for evaluating and monitoring programs that receive federal and/or state funds for adult education services.
  
• Communicate monitoring and evaluation expectations clearly and ensure that they are consistent with the state office priorities.
  
• Ensure that proper training for site visit evaluators, both state staff and consultants, is provided.
  
• Gather and analyze necessary data to ensure the timeliness, accuracy and quality of adult education program monitoring and evaluation reports.
  
• Contribute to the implementation of the Virginia Combined Workforce Innovation and Opportunity Act (WIOA) State Plan.
  
• Contribute substantively to the development and review of annual grant applications and administration of federal adult education and correctional education programs.
  
• Serve as backup to the data collection, reporting, and accountability specialist, particularly by contributing to reports and policy documents for the field.
  
• Develop and implement technical assistance programs to support adult education program improvement efforts, working with the Virginia Adult Learning Resource Center (VALRC) as appropriate.

Minimum Qualifications

• Comprehensive knowledge of state and federal regulations, policies, and procedures for regional adult education including community-based programs
  
• Knowledge of the National Reporting System (NRS), the state adult education data collection system, and the Workforce Innovation and Opportunity Act policy and implementation
  
• Knowledge of and experience with accepted practices related to program accountability and program evaluation
  
• Knowledge of and experience with Virginia adult education programs
  
• In-depth knowledge of the College and Career Readiness standards for adult education and standards-based instruction
  
• Considerable knowledge of project management, including the ability to work on a team and independently manage multiple tasks and deliverables with critical timelines; insight and ability to anticipate problems and develop solutions
  
• Demonstrated ability to manage resources and budget allocations for multiple programs
  
• Demonstrated ability to work collaboratively with other agencies and partners associated with adult education
  

Additional Considerations

• Graduation from an accredited college or university, or an equivalent combination of education and experience; Advanced degree in education is preferred
  
• Experience with education program monitoring and evaluation
  
• Experience in preparing and delivering technical assistance and professional development
  
• In-depth knowledge and experience as an adult education and literacy grant administrator preferred
