Job Duties

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as a Contract Administrator for Recovery-Oriented Systems of Care within the Office of Mental Health Wellness and Recovery Supports. This position works closely with program leadership, procurement and fiscal staff, contractors, and community partners to ensure contractual requirements are clearly established, expenditures are appropriate, deliverables are achieved, and performance expectations are met. Under general supervision, this position will manage and oversee a diverse portfolio of contracts, agreements, and funded initiatives supporting statewide behavioral health priorities; will administer and oversee assigned contracts throughout the contract lifecycle, from procurement and execution through monitoring, modification, renewal, and closeout; and will support programs across the behavioral health continuum, including prevention, mental health, substance use, peer and recovery support services, family support, workforce development, and other community-based services. Some statewide travel may be required. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required. This is a restricted, state funded grant position with a renewable grant. Continued employment in this position is contingent upon funding and is not eligible for layoff benefits per DHRM state policy 1.30.

Additional responsibilities include:
• Monitoring scope, deliverables, performance measures, expenditures, timelines, and contractual compliance.
• Reviewing contractor invoices, budgets, and expenditure reports.
• Supporting documentation to ensure alignment with approved budgets, contract terms, funding requirements, and programmatic deliverables.
• Identifying fiscal, operational, or compliance risks, documenting deficiencies, and coordinating corrective action and technical assistance when necessary.
• Developing and maintaining contract monitoring tools, performance dashboards, expenditure tracking systems, risk documentation, and other mechanisms that strengthen accountability and fiscal stewardship.
• Serving as a resource to program leadership and external partners.

Minimum Qualifications

• Knowledge of and experience with contract administration and the full contract lifecycle, including procurement, execution, monitoring, amendments, renewals, performance management, and closeout.
• Knowledge of and experience with contract compliance, risk identification, corrective action, and vendor/contractor performance management.
• Knowledge of procurement processes, grants or other funded agreements, and contract monitoring principles.
• Experience with fiscal oversight, budget monitoring, invoice reconciliation, expenditure analysis, and responsible stewardship of public funds.
• Knowledge of and experience with developing and monitoring scopes of work, deliverables, performance measures, and contractual requirements.
• Experience with program implementation, performance measurement, quality improvement, and evaluation.
• Experience interpreting contractual, regulatory, policy, and funding requirements and translating them into operational expectations.
• Experience in data collection, analysis, reporting, and performance monitoring.
• Ability to establish productive working relationships with contractors while maintaining appropriate accountability and contract boundaries.
• Ability to facilitate meetings and navigate complex or sensitive contract-performance discussions professionally and diplomatically.
• Experience in the use of spreadsheets, databases, project management systems, data visualization tools, and reporting applications to support contract and fiscal oversight.
• Ability to exercise independent judgment, initiative, critical thinking, attention to detail, and sound decision-making in a complex and evolving environment.
