Job Duties
To provide statewide oversight, guidance, and support to DOC stakeholders in regard to financial/accounting practices and processes as well as the Commonwealth's Automated Accounting System (Cardinal) in accordance with established Federal, State, and agency policies, procedures, and guidelines.
To provide oversight, support, and guidance in regard to Trust and Commissary Accounting and Financial Systems and Reporting in accordance with Generally Accepted Accounting Principles (GAAP), state, and agency policies, procedures, and guidelines. Responsibilities include annual 1099 reporting, trust and commissary accounting, serving as the Cardinal Security Officer, and providing support and assistance with CORIS finance functionality and year-end reporting requirements.
Minimum Qualifications
Working knowledge and experience with Generally Accepted Accounting Principles (GAAP). Experience properly interpreting and applying accounting principles and methods and to work efficiently and accurately in a deadline driven environment. Ability to think critically and problem-solve with little guidance. Demonstrate effective verbal and written communication skills. Skilled in the use of computers. Knowledge of Commonwealth Accounting Policies and Procedures (CAAP) and state financial systems. Advanced skills in MS Excel and MS Word. Demonstrate emotional intelligence and professionalism.
Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100. Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
Additional Considerations
Experience in the preparation of financial documents and statements. Basic experience with commonwealth procurement and financial systems. Experience providing guidance and training to others.
