Richard Bland College (RBC) is a residential, two-year liberal arts transfer institution dedicated to launching students toward success at highly ranked colleges and universities. RBC is seeking a highly skilled and service-oriented Student Accounts & Accounts Receivable Manager to oversee the College's student accounts, cashiering, and accounts receivable operations. This position plays a critical role in ensuring accurate billing, timely collections, effective cash management, regulatory compliance, and exceptional customer service for students and stakeholders across the institution.

Reporting to the Controller, the Student Accounts & Accounts Receivable Manager serves as the institutional lead for student and non-student accounts receivable operations. This position oversees billing, payment processing, refund administration, collections, reconciliations, reporting, and process improvement initiatives while ensuring compliance with federal, state, and institutional requirements. The incumbent works collaboratively across campus departments and with third-party vendors to support accurate and efficient management of student accounts and receivables.

Key Responsibilities

Accounts Receivable & Billing Management
• Serve as the institutional owner of student and non-student accounts receivable processes.
• Oversee billing, payment posting, refunds, and reconciliations through Banner, Cardinal, and approved third-party payment systems.
• Ensure the accuracy and integrity of student account data.
• Establish and maintain billing schedules, due dates, and refund practices in accordance with institutional policy.
• Collaborate with campus partners to promote a positive student experience.

Collections & Cash Management
• Develop and oversee collection strategies for delinquent accounts.
• Monitor accounts receivable aging and authorize collection activities.
• Manage relationships with collection agencies and payment service providers.
• Serve as the College's designated administrator for the Commonwealth Debt Set-Off Program.
• Review collection, payment, and deposit reports to ensure compliance and accuracy.

Financial Reporting & Analysis
• Prepare quarterly accounts receivable reports for submission to the Virginia Department of Accounts.
• Perform complex reconciliations across financial and student information systems.
• Analyze trends and outstanding balances to identify risks and opportunities for improvement.
• Develop recommendations to improve collection performance and reduce write-offs.

Compliance & Process Improvement
• Develop and maintain accounts receivable policies, procedures, and standard operating practices.
• Support internal and external audits, including ARMICS compliance activities.
• Review and strengthen internal controls.
• Lead testing and implementation of process improvements to increase efficiency and effectiveness.

Minimum Qualifications

• Degree in Business, Finance, Accounting, or a closely related field, or an equivalent combination of education and experience.
• Experience in student accounts, accounts receivable management, collections, or financial operations.
• Experience handling cash transactions, reconciliations, and reporting requirements
• Strong analytical, problem-solving, and reconciliation skills.
• Excellent customer service experience.
• Strong interpersonal, written, and verbal communication skills.
• Ability to manage multiple priorities and meet deadlines while maintaining a high level of accuracy and confidentiality.

• Extensive progressively responsible experience in student accounts, accounts receivable management, or financial operations
