Job Duties

The Statewide Apprenticeship Policy & Training Manager provides policy leadership for the Commonwealth's Registered Apprenticeship system and related work-based and training-provider functions within Virginia Works, the state's designated State Apprenticeship Agency. The position sets and interprets apprenticeship policy consistent with 29 CFR Part 29, WIOA, and the Code of Virginia; serves as the principal staff lead supporting the Virginia Apprenticeship Council; and supervises the staff responsible for the WIOA Eligible Training Provider List and Registered Apprenticeship related technical instruction. The Manager also leads high-priority special projects—including the Commonwealth's implementation of Workforce Pell—that connect apprenticeship, training-provider eligibility, and short-term credential funding into a coherent talent pipeline.

Minimum Qualifications

Progressively responsible experience in workforce development, apprenticeship, education/training administration, public policy, or a closely related field. Experience supporting a board, council, or public body, including preparation of agendas, minutes, and reports; interpreting and applying federal and/or state program regulations; leading projects; and supervisory or team-lead experience. Demonstrated knowledge of federal policy and administration of Registered Apprenticeship (29 CFR Part 29) and Workforce Innovation and Opportunity Act (WIOA). Demonstrated ability to develop policy, interpret regulation, and translate requirements into operational guidance; to lead and supervise others; to work in a fast-paced environment; and to manage multiple concurrent priorities and projects. Strong leadership, organizational, interpersonal, and written/oral communication skills, including public presentation and stakeholder facilitation. Proficiency with standard office applications such as MS Office as well as data for decision-making and with relevant systems.

Additional Considerations

Knowledge of the Eligible Training Provider List and the treatment of Registered Apprenticeship sponsors within it. Knowledge of RAPIDS, ETPL systems, and of federal student-aid/short-term Pell (Workforce Pell) concepts and the state role in program approval. Experience administering Registered Apprenticeship and/or WIOA programs; supporting a statutory board or council; and implementing short-term Pell/Workforce Pell or with training-provider eligibility determinations.
