Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking a Fixed Assets Analyst Sr. The Fixed Assets Analyst Sr. provides subject-matter expertise in managing DMV’s fixed assets, ensuring compliance with state and federal standards, and maintaining accurate records within the state’s Fixed Asset Accounting and Control System (FAACS), Lease Accounting System (LAS), Cardinal Financial, and DMV’s Asset Management System (AMS). This role is responsible for tracking, reconciling, and reporting on major and minor equipment, real property, and construction-in-progress (CIP), including subscription-based IT arrangements (SBITAs) in accordance with GASB standards.
Key responsibilities include managing AMS and reconciling it with FAACS, coordinating annual inventory counts for fixed assets (Controlled and Capital), and overseeing inventory for titles, tags, plates, decals, and credential paper to ensure compliance and reporting accuracy. The Analyst also prepares year-end schedules, supports audits, and administers system access and security controls in AMS. The Analyst ensures the accuracy and completeness of asset data to support DMV’s financial integrity, audit readiness, and operational efficiency.
The position collaborates with Controller’s Office teams, Budget, Facilities, Procurement, IT, and other stakeholders to maintain data integrity, streamline accounting processes, and ensure compliance with state and federal standards. It provides guidance, resolves discrepancies, maintains audit-ready documentation, and supports process improvements and system enhancements. This role also drives DMV’s financial modernization by advancing automation, system integration, and reporting efficiency.

Minimum Qualifications
•Considerable knowledge of governmental accounting principles and standards, including GAAP, GASB requirements, and the Commonwealth Accounting Policies and Procedures (CAPP) Manual, as applicable to fixed assets, leases, and SBITAs
•Experience maintaining complex fixed assets and lease records, reflected through past responsibilities and systems used
•Documented experience analyzing fixed assets and lease data, resolving discrepancies, and preparing reconciliations, reports, and supporting documentation
•Experience with application of accounting standards, CAPP Manual requirements for fixed assets and leases, related policies, and internal control procedures
•Experience maintaining accurate records in financial or asset management systems to analyze data and support financial reporting
•Documented experience researching complex accounting issues, using sound judgment, and recommending effective solutions
•Verifiable skills in serving as a technical resource, working well with financial and nonfinancial stakeholders, and managing multiple priorities within deadlines
Additional Considerations
•Documented experience using key systems such as FAACS, LAS Plus, Cardinal Financials, eVA, or Oracle EBS
•Moderate to advanced Microsoft Excel skills, including working with pivot tables, formulas, and data analysis tools
•Verifiable skill in performing data analytics, developing reports or dashboards, and contributing to process improvement or modernization efforts
•Experience preparing year-end financial attachment and supplemental reports, ensuring accuracy and completeness
