Are you passionate about saving lives, influencing driver behavior, and turning data into action? The Virginia Department of Motor Vehicles (DMV) is seeking a Driver Safety Program Manager to lead statewide initiatives that make Virginia’s roadways safer for everyone.

This is more than a program management role — it’s an opportunity to drive meaningful change through strategic leadership, innovative safety campaigns, data-driven decision-making, and collaboration with partners across the Commonwealth.

In this leadership role, you’ll have the opportunity to:

  •  Drive statewide safety strategies by identifying emerging roadway safety issues and developing initiatives to reduce traffic-related injuries and fatalities.
  • Turn data into action by analyzing crash trends, driver behaviors, and demographic data to inform priorities and measure program effectiveness.
  • Lead impactful public awareness campaigns that educate Virginians and promote safer driving behaviors through outreach, education, and social media.
  • Build powerful partnerships with law enforcement, government agencies, nonprofits, educational institutions, and other stakeholders to advance shared highway safety goals.
  • Shape programs and policy by contributing to strategic planning, recommending process improvements, and translating priorities into measurable results.

Oversee grants and key initiatives that support highway safety efforts, including programs focused on younger and older drivers, impaired driving, speeding, and occupant protection.

Who are we looking for?

We’re looking for a strategic thinker and collaborative leader with experience developing and evaluating programs, interpreting data, communicating findings, building partnerships, and coordinating initiatives that deliver measurable results. Knowledge of highway safety principles, traffic safety laws and regulations, and grant processes is essential.

DMV, headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. DMV operates upon five fundamental core values: Trustworthiness, Respect, Accountability, Integrity, and Teamwork (TRAIT). We don’t just talk about our core values. We live them!

Minimum Qualifications

Knowledge of state and federal traffic safety laws and regulations and ability to apply them to program and grant activities.

Experience developing, implementing, and evaluating safety or public education programs to achieve measurable outcomes.

Experience building and maintaining collaborative relationships with external partners, such as law enforcement, nonprofits, educational or research institutions, and government agencies, to coordinate programs.

Experience using data analysis tools to analyze crash, citation, behavioral, or demographic data to identify trends and inform program priorities.

Experience delivering presentations and representing an organization at conferences, community events, or public forums.

Experience preparing data summaries or reports that present findings to stakeholders to support decision-making.

Experience contributing to strategic planning, including identifying emerging issues, establishing priorities, and translating strategies into measurable program objectives.

Additional Considerations

Familiarity with the Policy & Procedure Manual and Highway Safety Grant Program Manual.

Familiarity with NHTSA reporting requirements, performance metrics, and safety initiatives.

Knowledge of behavioral science principles and their application to public safety campaigns.

Experience with predictive modeling or advanced analytics applied to crash or safety data.

Experience collaborating with research institutions on studies of driver behavior or crash causation.

Familiarity with procurement processes and agreements.

Current or previous work experience with the Commonwealth of Virginia or DMV coordinating highway safety programs.
