Join the Virginia Department of Housing and Community Development

Strong regional economies are built through strategic investment, collaboration, and effective oversight!

The Virginia Department of Housing and Community Development (DHCD) is seeking a GO Virginia Program Administrator to support the administration of GO Virginia, which promotes regional cooperation and economic growth throughout the Commonwealth.

This position plays an important role in helping ensure grant funded projects are administered responsibly, regional priorities are supported, and public investments produce meaningful, measurable results. In this role, you’ll work with regional councils, local governments, educational institutions, industry representatives, and state agencies to support the successful delivery of economic development initiatives. You’ll help grant applicants and funded partners navigate program policies, understand funding requirements, and resolve challenges that arise during project implementation. Through technical assistance, clear communication, and ongoing coordination, you’ll help strengthen partnerships and keep projects aligned with the strategic goals established by the GO Virginia State Board.

What You’ll Do:

• Put data to work by reviewing grant applications, evaluating project information, identifying trends or potential concerns, and developing thoughtful recommendations to support informed decisions.
• Turn complex requirements into clear guidance by interpreting policies, regulations, program guidelines, and legislative changes and helping regional partners understand how to apply them.
• Keep grants on track by coordinating grant agreements, managing documentation, monitoring deadlines, and balancing multiple grant cycles and priorities without losing sight of the details.
• Make performance measurable by tracking project milestones and outcomes, analyzing program impact, and using grant management systems and Microsoft Office tools to maintain accurate records and produce reliable reports.
• Be a go to resource for regional partners by answering questions, providing tailored technical assistance, and working collaboratively with grant applicants and stakeholders to address challenges and find solutions.
• Communicate with confidence and clarity by preparing reports, analyses, and position papers and presenting information and recommendations through meetings, public speaking, and outreach activities.
• Build relationships that move projects forward by fostering productive partnerships, maintaining open communication, and helping stakeholders navigate program expectations while promoting transparency and accountability.
• Traveling independently, including occasional overnight travel, is required.

Minimum Qualifications

• Strong understanding of regional economic development principles.
• Skilled in producing clear, professional written communication and delivering effective verbal communication to diverse stakeholders.
• Advanced analytical skills to review and evaluate program applications, interpret project data, identify issues or trends, and support informed program decisions.
• Adept at interpreting policy, regulations, and legislative changes and producing clear, actionable, and well reasoned program guidance.
• Demonstrated experience providing targeted, high quality technical assistance and consultative, stakeholder-focused services, while maintaining productive, collaborative relationships with regional partners and grant applicants.
• Experience using grant management systems and related reporting tools, including Microsoft Office Suite, to produce accurate, reliable data and reporting outputs.
• Considerable experience in supporting program operations, evaluating performance, coordinating resources, and monitoring grant-funded activities.
• Direct experience managing multiple grant cycles, deadlines, and documentation requirements with consistent accuracy and reliable attention to detail.

Additional Considerations

• Strong practical experience working with government programs, grant funded initiatives, or economic and workforce development programs is preferred.
• Basic knowledge of GO Virginia statutes, policies, guidelines, and grant requirements.
