Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly collaborative professional to serve as the Block Grant Specialist for the agency under the Office of Management Services (OMS). Reporting to the Deputy Director of the OMS and in collaboration with program team members, the successful candidate will develop and utilize strong relationships with DBHDS internal stakeholders and dynamic partnerships with external stakeholders that include Virginia’s Community Services Boards (CSBs) to enhance the Department’s ability to develop the Commonwealth’s community behavioral health system. The primary objective of this position is to provide federal block grant support to the program management offices to continue improvement of the contractual agreements between DBHDS and each of Virginia’s 40 CSBs and other community service partner relationships. This position also participates in process improvement initiatives to resolve systemic challenges and develop efficiencies, working both in and on the system.
Minimum Qualifications
Demonstrated experience with contract development, revision, negotiation, and communication. Knowledge of project management principles and methodologies. Demonstrated ability to build and lead integrated teams of stakeholders in pursuit of agency goals. Impeccable communication skills, both oral and written, and high ability to communicate effectively in 1:1 interaction, as well as large group settings. Acute attention to detail in all areas and an understanding of the importance of documentation for all critical interactions. Ability to function as an interdependent member of a large team, ensuring individual contributions make the entire team stronger.

Experience working with collaborative contracts and systems made up of various stakeholders with competing interests.
